  • The Contractor shall provide one (1) Full Time Equivalency (FTE) Project Manager-Librarian to perform duties as specified in this SOW.


  • Project Manager - Librarian Project Description: This is a working supervisory position. The Project Manager - Librarian shall supervise Contractor personnel and work on assigned task orders as instructed by the COR. As an authorized representative of the Contractor, is responsible for ensuring obligations set forth in the BPA and issued task orders are met. The Project Manager - Librarian shall have the full authority to act for the Contractor in the performance of the required work and services under all task orders.


  • The Project Manager - Librarian shall interact with the COR, GPO staff, and Contractor personnel


  • Required Skill Sets:
  • Education, Experience, Licensure, Certification required:
  • Master's degree in library/information science from an ALA-accredited institution
  • Minimum one (1) year of supervisory experience
  • Minimum two (2) years of professional cataloging/metadata creation experience in an academic or research library or special library or equivalent professional venue
  • Minimum two (2) years of work experience with serials in both print and electronic formats
  • Minimum two (2) years of work experience in technical services operations, library setting
  • Work experience with U.S. Federal document collections
  • Strong skill/experience using an Integrated Library System (ILS)
  • Strong knowledge and work experience using classification schema(s) (Dewey, Library of Congress, and/or SuDocs)
  • Demonstrated knowledge of MARC 21 and one (1) non-MARC metadata standard or schema (e.g., Dublin Core, etc.)
  • Experience managing or supervising library/information operations
  • Experience with principles of authority control, including selecting and applying controlled vocabularies to local collections
  • Experience in and/or practical working knowledge of library automation, personal computers (PC), and simple PC troubleshooting techniques.

  • Demonstrated ability to supervise staff representing a mix of skills and skill levels, to foster teamwork, and engage staff in a collective commitment to the goals and objectives of the project
  • Demonstrated ability to develop and manage project/task schedules, assign and monitor requisite staff, and other resources to accomplish timely delivery of products and services
  • Demonstrated ability to create and assimilate written information products, reports
  • Ability to work and communicate effectively with paraprofessionals, library professionals and agency personnel
  • Ability to work independently and to exercise discretion, initiative, and judgment
  • Ability to work in a dynamic and collaborative work environment
  • Organizational, and interpersonal skills
  • Ability to perform diverse and complex tasks with accuracy and attention to detail
  • Written and verbal communication skills
  • Knowledge of RDA core elements
  • Knowledge of OCLC system
  • Knowledge of Federal Depository Library Program
