Provide support and expertise in the discipline of Cost Estimating and Economic Analysis to Customer Center for Cost Analysis (Customer), as it relates to all financial management activities for Information Technology (IT), and Automated Information Systems (AIS) programs.
Develop, implement, and/or advise customer Programs on all financial management activities, to include Department of Defense (DoD) Statutory Life Cycle Cost Estimates (LCCE), Economic Analysis (EA), Business Case Analysis (BCA), and DoD Cost Policy and Research efforts, as required. Additionally, the scope of this effort will review and comment on the accuracy and integrity of cost related documents, such as Cost Analysis Requirements Description (CARD), Acquisition Program Baselines, and other Acquisition and cost related documents. Specific duties includes:
* Life Cycle Cost Estimate (LCCE)- Develop, implement, and/or advise customer Programs on DoD Acquisition policy and procedures for conducting Life Cycle Cost Estimates; Independent Cost Estimate (ICE), Component Cost Estimate (CCE) using a variety of cost estimating methodologies and data analysis techniques. Develop work breakdown structures (WBS), and Cost Element Structure (CES).
Perform cost data research and archiving, estimate documentation, risk and schedule analysis, and briefing support. Review and comment on the accuracy and integrity of cost related documents, such as Cost Analysis Requirements Description (CARD), and Acquisition Program Baselines, and other Acquisition and cost related documents. Experience developing Automated Cost Models, Cost Database, Cost Factors, and/or Cost Estimating Relationships, is highly desirable.
* Economic Analysis (EA) Development- The methods and techniques for acquiring and analyzing data, developing and documenting an estimate, will be similar to those criteria referenced under Life Cycle Cost Estimate.
* Independent Cost Estimate (ICE) and Component Cost Estimate (CCE)- Developing ICEs and CCEs in accordance with DoD 5000 Series requirements, and in conjunction with technical and programmatic supporting documentation from Customer. Coordinate with the contractor/agency performing the ICE and CCE, ensuring that all required programmatic description elements are thoroughly documented, and other reconciliation discussions are analytically supported. Provide support and inputs for presentations of findings and results to the respective decision-making authorities. The methods and techniques for acquiring and analyzing data, developing and documenting an estimate, will be similar to those criteria referenced under Life Cycle Cost Estimate.
* Business Case Analysis (BCA)- The methods and techniques for acquiring and analyzing data, developing and documenting an estimate, will be similar to those criteria referenced under Life Cycle Cost Estimate.
* Customer Acquisition/Cost IPT Support- Support Customer at all levels of analysis to the customer Program Offices and the Component Acquisition Executive, for program reviews and major milestone decisions. This support includes active participation in Integrated Product Team (IPT) and Acquisition/Cost IPT, preparing status briefings, identifying cost issues, and supporting action item research and solution recommendations. Support Customer and Program Office*s during the development of the ICE and /or CCE, including coordinating and attending meetings, and briefings, and answering questions concerning all financial management activities, and cost products, as assigned by Customer.
