Job Summary:


The Advisory and TAS IT Service Delivery organization is responsible for the end-to-end delivery of programs/projects to develop and maintain Ernst & Young's Advisory and TAS global applications and systems. The team is geographically dispersed and comprises of all disciplines required to deliver IT solutions for our customers, including project managers, business analysts, application engineers, quality assurance & testers and implementation managers. In addition the function works closely with the Enterprise & Solution Architecture and Infrastructure & Operations teams.


The IT Service Delivery Technical Lead - Application Engineering is responsible for managing the technical deliverables for a project within agreed budgets and timelines, utilizing the appropriate methodologies and standards. This includes the management of technical tasks within the project plan and coordination with the project manager and assigned staff. The Technical Lead monitors adherence to development methodologies, tools, key performance indicators (KPIs), increase software component reuse, consolidate platforms, environments, and products with the goal reducing overall IT costs. Technical Lead ensures effective and consistent communication within the team, with peers, the leadership team and the peers in other IT groups. Technical Lead also proactively raises issues to Team Leader when necessary and is responsible for ensuring the quality of all application engineering deliverables in accordance with the project timeline and budget.


The role requires mastery of the Software Development Lifecycle including analysis, design and estimation through to build and unit test. Scope, cost, time, issue, risk, resource, communication and stakeholder management are key responsibilities of the role in addition to coaching and growing the application engineering team. This role requires significant proven experience at delivering solutions on the Microsoft technology platform including SQL Server 2008r2 including (SSRS, SSIS, SSAS), SharePoint 2010 and .NET 4.0

Essential Functions of the Job:

* Develop and deliver technical systems

* Maintain adherence to architectural standards/principles, global product-specific guidelines, usability design standards, etc

* Participate in the development and review of documents to comply with SDLC methodologies (e.g. Project Charters, Project Plans, Rough Order Magnitude estimations, Software Architecture Documents)

* Provide support and documentation to assist in sustaining the project during the transition to production where necessary

* Adheres to application development/engineering methodologies, standards, code reviews

* Provide feedback regarding application engineering methodologies, standards and leading practices when appropriate

* Identifies potential points of contention for missed activities and notify project leadership of situation and remediation plan

* Minimizes technical exposure and risk on projects

* Work closely with:

* Service Delivery Managers, Team Leader and Technical Leads to understand strategic goals/objectives and translate into actionable plans

* Team Leads and Technical Leads to successfully implement, use, and monitor BSC initiatives

* Service Delivery PMs to build solutions as part of end-to-end projects

* Operations managers to effectively and efficiently support the project during the transition phase

* Peer developers/engineers to properly coordinate project deliverables on projects involving multiple developers/engineers

Analytical/Decision Making Responsibilities:

* Proactively identifies and addresses application engineering strengths, weaknesses, opportunities and threats

* Proactively anticipates project issues before they occur; defines the problem; identifies possible causes; works with team to identify solutions; selects and implements most appropriate solution

* Applies judgment in implementing application development/engineering methodologies, processes, and practices to specific requirements of projects/programs which may include product design engineering, information security, code maintainability and reliability

* Sound analytical skills and problem solving skills needed to manage multiple technical challenges simultaneously per each project assigned when needed

Supervision Responsibilities:

* Is part of a Service Delivery team; works with Service Delivery Managers, Program/project Managers, Team Leader and Technical Leads to resolve issues which arise within project; supports and monitors project's progress

* Exercises influence at many levels of the organization

* Obtains necessary supervision and support to ensure quality, adherence to application engineering methodologies, standards, leading practices, budgets, and timelines are met

* Lends expertise to internal IT teams and task forces as well as other IT projects/programs

Qualifications

Knowledge and Skills Requirements:


* Solid interpersonal communication and organizational skills required to operate as a contributing member of global technical teams that deliver quality services

* Strong technical skills designing, developing, debugging, documenting, and implementing applications

* Significant experience with implementing and maintaining application engineering disciplines for Business Intelligence technologies, vendors and

* products on the Microsoft platform including SQL Server (SSIS, SSRS, SSAS), .NET, SharePoint 2007/2010

* Knowledge of organizational structure of the firm to facilitate work with groups outside of the immediate technical team

* Strong knowledge and experience in all IT methodologies and life cycles that will be used

* Familiar with infrastructure implementation/management, service/operations management, etc

* Possesses an understanding of IT Services: service offerings, technical standards and policies, technical and business strategies as well as organizational structure

* Maintains awareness of new and emerging technologies and the potential application on service offerings and products provided by IT


Education:

* A degree in Computer Science or a related discipline; or equivalent work experience


Experience:

* 8+ years in a corporate IT environment

* 6+ years experience building, integrating and delivering enterprise-wide solutions

* 6+ years application engineering experience including full life-cyle and functional/non-functional experience specifically on the Microsoft platform including SQL Server (SSIS, SSRS, SSAS), .NET, SharePoint 2007/2010

* Experience of application engineering team management with multi-location teams

* Experience in Application Design

* Work experience in a professional services industry, preferred


Certification Requirements:

* Microsoft certification preferred


Familiarity with ITIL v2 or 3 would be advantageous

Other Requirements:

* National and international travel may be required

* Overtime and vacation scheduling are dependent upon team priorities and may change during the course of a year

* Must be able to communicate fluently in English, both written and verbal
