- Client Management: Manage day to day interactions with executive clients and sponsors
- Delivery : Manage and deliver components of client engagements that identify, design, and implement technology and creative business solutions for large companies. Responsibilities include, among others, managing teams in the identification of business requirements, functional design, process design (including scenario design, flow mapping), prototyping, testing, training, defining support procedures.
- Business Development: Develop and maintain contact with top decision makers at key clients; organize and lead pursuit teams; participate and lead aspects of the proposal development process; contribute to the development of proposal pricing strategies
- People Development: Perform role of counselor and coach; provide input and guidance into the staffing process; actively participate in staff recruitment and retention activities; provide leadership and support for delivery teams and staff in local offices
- 8 years of relevant consulting or industry experience
- At least 2 years of experience managing large technology engagements
- A minimum of 4 full life cycle implementations
- A willingness to travel 80 - 100% of the time
- Experience with Medicaid, State eligibility and/or Private Health Plans Operation
- Health Insurance Exchange experience a plus
- Ability to work independently and manage multiple task assignments
- Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint)
- Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
- Eagerness to mentor junior staff
- A Bachelor's Degree
- An advanced degree -Master's of Public Policy or Public Administration
- Supports the planning processes for states to:
- Perform IT assessments
- Identify governance and operating models
- Perform process and staff assessments
- Evaluate the current business and technical environment in the state
- Determine services for the statewide health insurance exchange
- Review and interpret federal guidance on health insurance exchanges
- Supports the implementation of health insurance exchanges from project start-up, design, development, testing, and implementation
General experience
- Experience in private (health plan) and public sector health care desired
- Familiarity with PPACA federal legislation and OCIIO/CMS guidance
- Proven record of integrating multiple data collection, operation and billing platforms.
- Knowledge of health insurance exchange implementations
- Knowledge of existing Federal and state-level initiatives for health insurance exchange, and strategies to link these efforts together into a true national network of networks
- Experience with regulatory compliance
- Familiarity with PPACA provisions
- Knowledge of State based health systems including Eligibility System and/or Medicaid Management Information System
- Understanding and experience with service-oriented architecture and emerging Internet technologies for messaging, collaboration, knowledge management and distributed computing, including relevant technical benefits and risks, best practices for SOA design and evolution, and SOA implementation experience
- Experience designing and implementing solutions through all phases of the SDLC lifecycle
