Data Systems Analysts has an opening for a Financial Analyst for a position in Fort Detrick, MD.
TS/SCI required or SCI eligibility.
The Financial Analyst will review, analyze and validate un-liquidated obligations in the accounting system for fiscal year end certification by conducting tri-annual joint reconciliations. Receive, review and validate Military Interdepartmental Purchase Requests (MIPRs). Prepare and provide MIPR acceptance to customer. Assign and establish associated Account Processing Codes (APCs) and Customer Numbers in STANFINS. Assist in the development and implementation of policies and procedures for performing these functions under Army GFEDS compliant practices and procedures. Review multi-year funded MIPRs to determine whether MIPRs qualify to be rolled-over to succeeding fiscal years. As directed by Project Officers, draw down qualifying MIPRs to actual obligations during contract year close-out and reestablish balances in the succeeding fiscal years or follow-on contracts when required. Effectively deliver accurate and timely financial advice and assistance to both management and Project Officers on an as needed basis. Prepare Management Control Program (MCP) checklist to validate the existence of internal controls needed to ensure the integrity of financial data in accordance with STANFINS and GFEDS requirements. Prepare obligation plans for management review and approval. Monitor actual execution, analyze variances and recommend potential program changes to management. Respond to customer inquiries in a professional, accurate and timely manner. Provide training, assistance and guidance to staff members on policies and procedures necessary for implementation of GFEDS compliant policies, procedures, and practices.

Requirements:
Candidate must have a minimum of 8 years of financial analysis and government contract management or acquisition experience. The selected candidate must have an understanding of Army General Fund Enterprise Business System (GFEDS) Enterprise Resource Planning (ERP) and cost management objectives.
Additionally, the candidate will:
a. Provide financial management guidance and advice to internal/external customers.
b. Assist the contracting officer and Resource Officer providing contract management and life-cycle management/stewardship over Army/Navy/DOD funds in accordance with GFED policies and procedures.
c. Work with Contracting Officer and Resource Manager to ensure compliance with Army GFED and GAO audit standards.
d. Receive, review and validate Military Interdepartmental Purchase Requests (MIPRs).
e. Prepare and provide MIPR acceptance documentation to customers.
e. Assist with the transition of accounting processes from STANFINS to GFEDS.
f. Prepare Management Control Program (MCP) checklist, implement and assist in the deployment of MCP policies and procedures to ensure enforcement of internal controls needed to ensure the integrity of financial data and compliance with Army GFEDS cost management procedures.
Desired skills:
Strong working knowledge of Army General Fund Enterprise Business System (GFEDS) system
Army Technical Applications Office Contracting Experience
Formal Acquisition Training
Army PEO EIS GFEDS planning and or implementation experience.
Required:
