• Serve as a Senior Engineer on the ICE Operations & Maintenance Support & Services project, supporting the TacCOM Program Office
• This position will report to the Program Manager and serves as a key personnel
• Oversees System Cutover
• Prepares reports, analyzes tower sites, documents condition of sites
• Repairs and maintains P25 infrastructure equipment
• Deployment of P25 tactical communications systems
• Monitors leased circuits and POTS lines, checks parameters and documents condition of circuits and POTS lines, re-establishes circuit and POTS line connectivity, and prepares reports to document status and equipment connectivity
• Coordinates planning, staffing, and equipment requirements in order to be able to respond to outages
• Performs preventative maintenance of subscriber and command & control/dispatch center equipment; repairs and maintains P25 infrastructure, command & control/dispatch center and subscriber equipment
• Identifies deficiencies/areas that require corrective repair
• Repairs and maintains P25 infrastructure command & ctonrol
• Assist PM in other engineering functions as required

Job Qualifications:  

• Masters Degree in Physics/Computer Science/Management Information Systems with 15+ years experience
• Bachelor's degree in Electrical and Electronics Engineering or Telecommunications
• At least 5 years experience in design and implementation of wireless networks, microwave networks, propagation analysis, drive testing, model tuning
• Project 25 specific knowledge required
• Experience with the following:
• Propagation tools
• RF site evaluation
• Site candidate evaluation/selection
• Link budget analysis
• Coverage and capacity planning
• Frequency planning
• Interference analysis
• Network optimization
• Zoning support
• Demonstrated knowledge of tactical communications systems
• Experience in overseeing system cutover
• Experience with operations and management with KMF (Key Management Facility) and OTAR (Over the Air Rekeying)
• Experience in key generation, management, dissemination, and security
• Demonstrated experience with POTS lines
• Experience in testing and analyzing equipment and system functionality
• Experience in preparing reports to document system status

Additional Preferred Skills:

• An understanding of the network support environment and communications infrastructure within ICE
• An understanding of the overall DHS HQ communications infrastructure
• The knowledge, skills and abilities to serve as senior manager responsible for program planning in support of a strategic transition
• Experience with transition planning and execution is desired
• Strong conflict resolution skills

This position requires the candidate to be able to complete a favorably adjudicated background investigation and obtain and maintain a DHS/ICE Suitability clearance.
