The Apex program is enhancing and modernizing a command and control system for a satellite ground station in parallel with maintenance support activities.

 

The Deputy Common Terminal Group (CTG) Integrated Product Team (IPT) Lead will support a wide variety of tasks as assigned by the CTG IPT Lead.  Responsibilities will include, but are not limited:


*     Management of the IPT's cost and schedule which includes Integrated Master Schedule (IMS) development and maintenance in conjunction with program planners and cost account management (CAM) using Earned Value Management (EVMS) techniques


*     Team leadership, both technical and functional


*     Engineering Change Request (ECR) impact assessment, Basis of Estimate (BOE) generation, and oversight of system engineering activities. 


*     Support stakeholder working groups


*     Support definition of  operations concepts and architectural products (e.g. DoDAF)


*     Manage and maintain his/her assigned documents in accordance with established systems engineering and configuration management procedures.


*     Provide document review and resolves technical systems engineering, integration and operations issues.

 

This position reports directly to the CTG IPT Lead and interfaces with the Apex SEIT personnel, the SE leads from other IPTs, the Chief Engineer, and the Chief Architect. 



This position can be hired as a Principal Engineer (E05) or Sr. Principal Engineer (E06), dependent on candidate education and experience.

 

Required Skills:


* 8+ years demonstrated engineering leadership experience with proven track record as an E05 or 10+ years as an E06.
* Experience in Earned Value Management System (EVMS)
* Knowledge of all systems engineering functions including: system architecture, operations concept development, requirements definition, requirements management, technical risk management, interface definition and control, system integration and system test.
* Demonstrated ability to effectively work with and communicate with all levels of management and individual contributors on the program team
* Understanding of software development lifecycle models and program lifecycle modes.
* Proven written and oral communication skills, including presentation skills.
* Experience in preparing management level briefings.
* Experience with Microsoft Office suite of tools, particularly Excel, Project, and PowerPoint.

* Experience in program management support, including: ECP management and cost estimation.
* EVMS certified
* Experience in system architecture, integration, and/or verification and validation
* Experience in requirement development and management
* Experience in CONOPS / OPSCON development
* Experience in technical risk management
* Experience in SE process development and deployment
* Experience in Operations including: procedure development, training, transition planning, installation, and deployment
* Experience with complex satellite ground systems, particularly previous deployment of developed systems to ground station operations
* Experience in line management, including performance assessment and career development
* Qualified Raytheon Six Sigma Specialist or equivalent.

Education:

B.S./B.A. in Aerospace Engineering, Systems Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math, or a science plus 8 years relevant experience as an E05 or 10 years relevant experience as an E06. In lieu of a degree, 16 years relevant experience will be considered for an E05 and 18 years relevant experience as an E06.
