Job Description

ECS is seeking a Program Manager to work in our Arlington, VA office. Please Note: This position is contingent upon contract award.

The Program Manager plays a critical role in driving product development, collaborating closely with business stakeholders and the Agile team to define and prioritize user stories that deliver customer and business value. The PM translates Sprint goals into actionable backlog items, ensures alignment and manages dependencies with other teams and acts as the voice of the customer throughout the development lifecycle.

This role will tactically manage 1-2 Agile delivery teams. They will also create and curate the product backlog based on user needs, stakeholder priorities, and technical feasibility. They will use Agile best practices to ensure the team delivers high-quality working software. The PM will act as the "face" of the team and will be the primary point of integration between the delivery team, stakeholders, and other teams in the organization. They will remain aware of industry trends in cybersecurity tools, technologies, and processes associated with a robust, reliable, and mature service offering.

Required Skills

  • At least 7 years' experience managing similar technical products and services, with a preference for Agile development environments. This experience must include holding teams accountable for meeting both functional and non-functional requirements (e.g., scalability, performance, maintainability, usability, security)
  • At least 7 years' experience managing complex product requirements in a dynamic, multi-stakeholder environment
  • Excellent written, oral communication, and presentation skills
  • Superior leadership, project management, customer service and interpersonal skills
  • Industry-accepted Agile certification: Product Manager, Scrum Master, or similar. Hands-on experience delivering in agile environments
  • Familiarity with core SELC concepts, risk considerations, and secure development practices.


Desired Skills

  • Experience working within Product Owner/Product Manager (POPM) certification or an industry equivalent
  • Experience working with products deployed to cloud-hosted environments, particularly Amazon Web Services (AWS)
  • Experience delivering software for Federal Government customers
  • Excellent technical acumen, as it relates to product development and systems engineering best practices
  • Experience with large, distributed, solutions deployed on non-standard infrastructure
  • Direct experience working on federal programs or government contracts, understanding of compliance and reporting constraints.
  • Ability to understand and discuss software architectures, APIs, cloud infrastructure, or data flows within a development/engineering team
  • Exhibit tool proficiency for agile product management tools (e.g., Jira, ServiceNow, or similar platforms)
