Job Description:
One (1) full-time California Election Management System (EMS) Certification Manager Consultant on a time and materials (T&M) basis for the statewide voter registration system (VoteCal). The EMS Certification Manager will ensure that the EMS requirements are met by vendors who want to certify their systems in California and oversee the continued compliance of vendors currently certified in California. The consultant will be responsible for coordinating and leading the Mock Elections between the SOS and the 58 California counties to ensure new VoteCal and EMS functionality and processes continue to be tested and that defects are documented. In addition, the EMS Certification Manager will lead VoteCal User Acceptance Testing (UAT) with the state, counties, and EMSvendors.
Mandatory Qualifications:
- Ten (10) years proven experience managing multidisciplinary teams that include technical and business staff, consultants, and stakeholders (such as agency executives, contractor managers and staff, independently elected officials, local jurisdictions, independent vendors, independent project oversight consultants, independent validation and verification consultants, state staff, and vendors)
- Ten (10) years proven experience preparing Project Management Body of Knowledge (PMBOK) related project plans, schedules, issue and risk management response plans, change control plans and requests, budget projections and revisions, and other standard project management elements
- Three (3) years of experience leading matrix teams with at least fifteen (15) resources consisting of both internal and vendor staff.
- Five (5) years of experience in the role of Project Manager on at least one (1) project or program of similar size and complexity to VoteCal with an overall budget exceeding 50 million. The consultant must have been the primary project manager, not a sub-manager or a functional or technical lead on the referenced project(s). The consultant must demonstrate experience in all aspects of managing a project from project start (procurement) to finish (maintenance and operations) even if not all on one (1) project.
- Experience using Microsoft Office productivity tools. The consultant must be skilled in using Microsoft Project and have at least five (5) years of experience using Microsoft Project, Microsoft Excel, and Microsoft Visio
- Five (5) years of experience on a technology software/application project that included infrastructure, network and hardware/software components, state interfaces, and followed a formal system development life cycle
- Five (5) years of experience facilitating a formal issue, risk, and change management process.
- Knowledge of the business functions performed by state elections systems similar to the Secretary of State, including but not limited to:
- Voter registration
- Elections processes and procedures
- Voter list maintenance
- Online voter services
- One (1) year experience with developing communication messages targeted to particular stakeholder groups.
- One (1) year experience with the following project activities:
- Implementation of complex Interfaces
- Management of User Acceptance Testing
- Help Desk Management
- Change Control Management
- Data Conversion or detailed data analysis
- Three (3) years experience in technical documentation review, and analysis to ensure accuracy, completeness, clarity and compliance on a multitude of documents, such as User Manuals, Software System Design document, System Architecture document, System Test Plans, Security Test Plan, Training Plans, Performance Test Plan, and Migration Plans.
Desirable Qualifications:
- The consultant must have proven experience in their proposed roles on a large-scale integration project in which systems development and integration has been contracted to a separate company.
- Experience managing projects or programs that involve consolidation of data from remote entities into a centralized database of similar size and complexity.
- Experience managing development and integration projects that involve 24/7 online, high volume applications that have confidential data.
- Experience planning and managing projects involving multiple tier application system development, integration, and deployment of equivalent scope and complexity
- Experience managing a large systems project for a California state agency within the last ten (10) years that was rated as a Complexity zone IV project or higher per the California Department of Technology (CDT) guidelines
- Experience with design, development, and operational impacts of the following:
- Security issues related to databases containing personal information and accessible on the internet
- Availability, backup, restore, and data integrity issues of 24/7 systems
- Performance issues related to very large databases and high volume online systems
- Experience with systems development methods, security, and data management/data integrity issues related to confidential and sensitive data.
- Possess a current Project Management Professional Certification from the Project Management Institute
