Job Overview

The NYS Office of Information Technology Services (ITS) is seeking an experienced UI Developer (Developer III) to design, develop, and optimize complex, scalable user interfaces for modern web and/or mobile applications. This role is ideal for a senior-level developer with strong leadership experience, deep UI expertise, and the ability to collaborate across technical and business teams. You will work closely with architects, business analysts, testers, and project leadership to deliver high-quality solutions that support health and human service programs across New York State.

Mandatory Qualifications

  • 7+ years of experience working on complex projects, including 2+ years in a technical leadership role as a Developer.
  • 7+ years of experience in UI development, including use of UI design patterns such as MVC and building scalable, complex applications.
  • 7+ years of experience developing and maintaining web apps using:
    • HTML, XML, JSON, AJAX
    • JavaScript / TypeScript
    • Angular (3 4 years minimum)
    • jQuery, Bootstrap, CSS

Desirable Qualifications

  • Bachelor s degree in Computer Science, Web Development, or related field.
  • 7+ years of experience in .NET/C# for n-tier web development OR Java/Spring Boot for cloud or n-tier applications.
  • 7+ years with SOA integration, building secure SOAP/REST APIs.
  • 7+ years working with Entity Framework.
  • 7+ years using unit testing frameworks (xUnit or NUnit preferred).
  • 5+ years using Git or similar distributed version control systems.
  • 2+ years with CI/CD workflow design and implementation.
  • 2+ years working with Agile/Scrum methodologies.
  • 2+ years of experience in state or federal government, preferably in Health & Human Services or Integrated Eligibility Systems (e.g., SNAP, HEAP, Medicaid, Public Assistance, Child Support, Fair Hearings).

Responsibilities

  • Design, develop, and maintain high-quality, reusable, and performant UI components and applications.
  • Translate functional requirements into elegant, intuitive UI designs and features.
  • Collaborate with UX designers, product managers, business analysts, and developers to ensure consistent user experiences.
  • Apply UI/UX best practices, including responsive/mobile-first design, SOLID principles, and accessibility compliance (Section 508 WCAG).
  • Optimize performance, troubleshoot UI issues, and ensure scalability across products.
  • Conduct code reviews and enforce coding standards for maintainability and quality.
  • Mentor junior developers and contribute to a collaborative team culture.
  • Stay current with industry trends, tools, and emerging UI frameworks.
  • Participate in all SDLC phases including design, development, testing, deployment, and support.
