Position Summary: Lead all phases of developing and delivering high quality, compelling responses to US Government solicitations for information technology services. This includes proposal review and analysis, proposal plan and schedule development, drafting outlines, gap matrices, compliance matrices, coordination of inputs from technical contributors and business development, data call creation and teaming partner coordination, volume ownership, content writing, editing, proofreading, and desktop publishing.
The Proposal Manager will work in various capacities and levels of responsibilities directly with other proposal staff, internal and external content contributors, teaming partners, business development, and company executives. In addition to direct proposal management responsibilities, the Proposal Manager will contribute to supporting efforts such as maintenance of the company s past performance library and contribute as appropriate to various company initiatives. The ideal candidate will be an initiative-taking employee who, utilizing years of experience with both narrative/solution-based proposals and self-scoring, documentation proposals, is able to apply an intense focus on detail to their work across multiple concurrent proposals to completely own their projects, functioning as a leader, a team-player, or as a direct contributor as situations demand.
This is a HYBRID position with a highly flexible telework policy. The successful candidate will be a United States Citizen or Permanent Resident local to the DC Metro area who is able to work on our W2 and in our Rockville, MD headquarters office on occasion as needed.
Responsibilities:
- Perform detailed analysis of RFP/RFQ/RFI/Sources Sought documents to assess requirements and conceptualize a total proposal solution and the information needed to support the solution.
- Develop proposal directive/proposal management plan/compliance matrix and production schedule to ensure all required proposal documents are produced properly and on time.
- Analyze solicitations, develop clarifying, and risk mitigation questions for submittal.
- Prepare capabilities matrices, compliance matrices and proposal checklist.
- Create and maintain proposal calendars.
- Facilitate proposal kick-offs and subsequent proposal meetings and status reviews.
- Responsible for the development and distribution of appropriate proposal-related documentation, including compliance matrices, adherence to style guides, annotated outlines, proposal schedules, writing guidance, and kick-off presentations.
- Coordinate with subject matter experts/writers, teaming partners, and pricing department. Ensure all parties are aware of their responsibilities and deadlines.
- Responsible for the collection, tracking, follow up, and organization of proposal deliverables from all participating parties (internal Expedite team and external teaming partners) in accordance with proposal schedule.
- Manage writing assignments and provide detailed guidance to proposal content contributors in the form of annotated outlines, suggestions for the location of specific content within the proposal, and formatting guidelines.
- Writing, editing, and/or enhancing proposal content, to include corporate experience, management approaches, transition plans, staffing plans, past performance citations, resumes, and quality plans as needed.
- Organize and lead proposal color team reviews. Develop and execute the color team recovery plans.
- Review all proposal drafts and final documents to ensure responsiveness, accuracy, quality, compliance and production/delivery readiness.
- Perform post submission proposal closeout activities.
- Lead win/loss debriefing review and lessons learned sessions.
- Ability to easily shift focus from proposal to proposal to meet changing deadlines.
- Ability to work a flexible schedule, which may require some weekend and/or evening work.
- Ability to track assigned tasks and get back to the management team with schedules and priorities.
- Ability to collaborate effectively with management.
- Bachelor's Degree in English, Communications, Business, Marketing or similar. (5 years of applicable experience can be considered in lieu of Bachelor s degree).
- 8+ years experience in end-to-end Federal Proposal development with a focus on Information Technology services.
- Ability to conceptualize a total proposal solution and the information needed to support the solution, and then manage the solution development at the detail level.
- Experience concurrently leading and supporting complex proposals for Information Technology services to the US Federal Government (Federal Civilian &/or Federal Law Enforcement, &/or Health IT, &/or DOD)
- Proven experience collaborating with Technical Subject Matter Experts (SMEs) and providing value-added guidance on the structure and ordering of the technical solutions to be incorporated into the response.
- Expertise in O365/Microsoft Office Suite software (Word, Excel, and PowerPoint);
- Excellent writing, editing, and proofreading skills, with the ability to convey complex information in a clear and concise manner.
- Excellent proposal management and organizational skills, with ability to manage multiple proposals simultaneously to meet deadlines.
- Demonstrated experience with leading large-scale proposal efforts and generating proposal artifacts (outlines, shells, briefings, schedules, compliance, etc.)
- Impeccable time management, organizational, attention to detail and prioritization skills
- Deeply familiar with iterative proposal development techniques in support of the maturation of proposal sections
- Ability to easily shift focus from proposal to proposal to meet changing deadlines.
- Ability to collaborate effectively with management.
- Excellent verbal and written communication skills.
- Formal proposal training/certification, e.g.: Shipley, APMP, SMPS.
- Understanding of software development processes, project management practices and agile methodologies.
- Prior career experience as a hands-on technologist (e.g.: Software Programmer, Database Administrator, Infrastructure Engineer, or Technical Project Manager)
- Proficiency in Adobe Creative Suite (InDesign, Illustrator, Acrobat Pro)
- Ability to qualify opportunities by reviewing solicitation and comparing against EIT s capabilities and past performance.
- Prior experience reviewing agency forecasts and downloading opportunities directly from GSA eBuy, Sam.gov, STARS III, etc.
