    In order to protect our employees and continue to provide safe and reliable service to our communities, as of November 14, 2021 we are requiring all new MTA hires to be fully vaccinated against COVID-19 prior to their start date. MTA will consider exceptions for religious and medical reasons, where appropriate. "Fully vaccinated" means you must have both doses of a 2-dose vaccine and two weeks have elapsed since the second dose, or have received 1 dose of a 1-dose vaccine and two weeks have elapsed since the dose.     Summary

    The purpose of this position is to direct resources to achieve product development and objectives on time and within budget and to ensure the effective integration of new systems and technologies for larger, more complex IT projects, following Agile best practices.

    Responsibilities

    Level 1
    • Typically supports a component of product development or manages small-sized product developments by providing Agile expertise and managing Scrum boards.
    • Supports the product owner and product team using Agile methodologies (Lean, DevOps, Scrum) to meet deliverables within budget and on time. Develops sprints and manages resources and timetables via Agile ceremonies, such as the daily stand-up, iteration planning, system demos, and iteration retrospectives.
    • Participates in the analysis of vendor proposals, providing detailed analysis (such as ROI, business risk assessment) to management for review to assist in the evaluation of build versus buy.

    Level 2

    Same responsibilities as Level 1 with the following additional responsibilities:
    • For larger or more complex developments, supports the product owner and product team using Agile methodologies (Lean, DevOps, Scrum) to meet deliverables within budget and on time. Develops sprints and manages resources and timetables via Agile ceremonies, such as the daily stand-up, iteration planning, system demos, and iteration retrospectives.
    • Participates in the development of RFP/RFIs.
    • Conducts feasibility, risk, regulatory compliance, and ROI analyses for proposed product developments as needed. Presents a recommendation related to feasibility.
    • Ensures all deliverables and commitments are met and the product complies with relevant standards, laws, regulations, and methodologies.
    • Establishes or clarifies development scope and business objectives with CAM and business clients to ensure quality, accuracy, and delivery time.
    • Interfaces with product sponsors and other stakeholders to manage expectations, provide status updates on development and discuss concerns. Is accountable for ensuring resolution of concerns/issues.
    • Conducts or assists in preparing for stage gate reviews with key stakeholders and sponsors.
    • Leverages change-control forms to manage changes throughout the development or product lifecycle.
    • Establishes mechanisms to track the success of product-team operations and to ensure that business benefits are realized.

    Level 3

    Same responsibilities as Level 2 with the following additional responsibilities:
    • Leads the product line team through the development lifecycle process using Agile methodologies (Lean, DevOps, Scrum) to meet deliverables within budget and on time. Develops sprints and manages resources product and timetables via Agile ceremonies, such as the daily stand-up, iteration planning, system demos, and iteration retrospectives.
    • Participates in the development of the RFP/RFI process, leveraging the team to best meet business needs.
    • Conducts feasibility, risk, regulatory compliance, and ROI analyses for proposed product developments as needed. Presents a recommendation related to feasibility.
    • Ensures all deliverables and commitments are met and the product complies with relevant standards, laws, regulations and methodologies.
    • Establishes or clarifies development scope and business objectives with relationship managers and/or business clients to ensure quality, accuracy and delivery time.
    • Interfaces with clients and management to manage expectations, provide status updates on development, and discuss concerns. Is accountable for ensuring resolution of concerns/issues.
    • Integrates the work of large teams and multiple vendors to deliver product success and ensure benefits realization.
    • Conducts or assists in stage gate reviews with key stakeholders and sponsors
    • Interacts with major providers at the technical expert level to address mission critical issues, evaluates ongoing vendor service level and enforces SLAs and penalties.

    Qualifications

    Level 1:
    • Ability to selects tools and methodologies for projects or programs, within established guidelines.
    • Works independently on most standard project or program-related issues, determining a course of action and informing team members, but seeks guidance on non-standard issues or when problems arise.
    • Negotiates and commits to deliverables with business partner(s) and project or program team, under guidance.
    • Experience using Agile Product tracking tools like Jira, Asana, Monday.com, Trello etc is preferred.
    • Scrum master certification is preferred

    Level 2:

    Same qualifications as Level 1 with the following additional qualifications:
    • Ability to establish project or program resource requirements during lifecycle of various projects or programs; reallocates resources as needed.
    • Ability to Proactively manage potential conflicts between project or program quality, timeline, and cost considerations.
    • Determines optimal project or program resources required.
    • Leads the assessment of the technical and economic feasibility of proposed solutions including ROI and other financial analyses.
    • Can approve financial expenditures within their limit of authority as required for project or program resources.
    • Experience using Agile Product tracking tools like Jira, Asana, Monday.com, Trello etc is preferred
    • Scrum master certification is preferred

    Level 3:

    Same qualifications as Level 2 with the following additional qualifications:
    • Ability to manage the project/program schedule with a comprehensive understanding of the critical path and recommends schedule changes to address schedule control issues as needed.
    • Ability to address unusual and non-recurring problems by devising approaches to assess the situation, developing and testing options, and introducing new procedures or tools, as necessary.
    • Ability to analyze complex business strategies and competitive issues, discerning their implications for multiple initiatives and project portfolio management.
    • Ability to contribute to long-term resource plans for the project or program management function.
    • Experience using Agile Product tracking tools like Jira, Asana, Monday.com, Trello etc is preferred
    • Scrum master certification is strongly recommended.

    Education and Experience

    Level 1:
    • BS in Computer Science or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
    • A minimum of 3 years of relevant experience. A Master's Degree may substitute for two years of experience.

    Level 2:
    • BS in Computer Science or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
    • A minimum of 5 years of relevant experience. A Master's Degree may substitute for two years of experience
    • Project management certification is recommended.
    • Must possesses expertise within one or more IT areas or disciplines, working independently within their area of technical/functional expertise, and is able to assess and guide the technical contribution of project or program team members.

    Level 3:
    • BS in Computer Science or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
    • A minimum of 7 years of relevant experience. A Master's Degree may substitute for two years of experience
    • Project management certification is recommended.
    • Must possesses a proven track record in developing and mentoring effective project or program managers in delivering large, complex projects or programs.

    As an employee of MTA Headquarters you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $101,379 (this figure is subject to change) per year or if the position is designated as a policy maker.
