Position Summary
We are seeking an experienced Release Train Engineer/IT Program Manager to lead and deliver complex, enterprise-level technology projects/programs within our health insurance organization leveraging agile methodology. This role will manage multi million dollar projects/programs supporting key initiatives that enhance member experience, modernize business systems, and ensure regulatory compliance.
This role will drive end-to-end program execution - from strategy and planning to delivery and performance measurement - while collaborating with executive sponsors, IT leaders, and cross-functional teams. This is a high-visibility position that plays a pivotal role in advancing our organization's digital transformation and operational excellence.
Required Qualifications
10+ years experience in Project Management working with cross-functional teams
5+ years experience as Release Train Engineer or leading program management efforts within a large organization.
Strong understanding of healthcare payer systems
Excellent communication, facilitation and stake holder management skills across technical and non-technical audiences
Strong analytical, organizational and risk management capabilities
Understanding of software development methodologies
Proficient in following tools:

Certifications Preferred: Project Management Professional, RTE and SM Certifications
Education
Bachelor's Degree in Computer Science, Information Systems or Equivalent experience
Pay Range
The typical pay range for this role is:
$130,295.00 - $260,590.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.

- Lead the planning, execution, and delivery of high-value IT programs aligned with enterprise priorities and business strategy.
- Develop detailed program charters, roadmaps, schedules, and budgets to ensure successful delivery across multiple projects.
- Coordinate and influence cross-functional teams including IT, business operations and infrastructure.
- Oversee program governance, ensuring proper reporting, financial tracking, and risk management.
- Build strong relationships with leadership and subject-matter experts to ensure value-driven outcomes and operational readiness
- Manage vendor engagements and third-party delivery partners to ensure quality, cost, and schedule compliance.
- Monitor key performance indicators, ensuring measurable business outcomes and benefits realization.
- Identify and resolve interdependencies and risks that impact program scope, schedule, or budget.
- Serve as a trusted advisor to business and IT stakeholders, providing insight and leadership to guide decision-making.
- Promote best practices in project and program management to improve consistency and predictability of delivery.
- Promote collaboration, supporting the Product Manager/Owner, and driving continuous improvement. Ensures the effective implementation of the Scrum framework, creating a conducive environment for the team's success, and fostering a culture of collaboration and continuous learning.
- Creates communication mechanisms or feedback loop platforms for effective stakeholder engagement and collaboration.
Required Qualifications
