Work Location: On Site

Scheduled Work Hours: Normal business hours

Monday-Friday 35 hours/week (not including mandatory unpaid meal break after 6 hours of work).

Note: Normal Business Hours, Monday through Friday (not including a mandatory unpaid meal break after 6 hours of work), 35 work hours per week. If the consultant works more than 35 hours per week, the consultant must request overtime in the Agency's timekeeping system and the project manager must approve those hours worked above the weekly maximum.

 

Job Description Justification:

This request is for a NG911 Subject Matter Expert (SME) needed to continue the project work for the Class 1/2/3 and Call Handling upgrades of the Next Generation 9-1-1 emergency call system and provide expertise and technical knowledge during the configuration, and test phases.

NG911 - Integration Engineer

  • Assist with the integration and testing of systems & subsystems.
  • Manage and coordinate integration efforts between Public Safety IT subsystems and the NG9-1-1 system.
  • Lead technical discussions in integration planning and manage the associated action items stemming there from.
  • Assist in the coordination with project leads and subcontractors to continue review of all required interfaces with the NG9-1-1 system.
  • Provide test cases for SAT and SIT; continue to identify risks associated with integration activities on the NG9-1-1 program, as well as assist the SDE team, project leads, and subcontractors in setting up and testing the interfaces in the SDE.
  • Verify all interfaces in the production environment and subsequently augment the test team to perform all end-to-end System Integration testing.

MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered + MINIMUM 12 YEARS EXPERIENCE:

  • Strong understanding of OSI Layer 1–7 concepts, especially Layer 3 routing and Layer 4–7 service delivery.
  • Experience integrating systems across multi-vendor environments (e.g., MSCI, NICE, Motorola, Cisco, Fortinet, F5).
  • Knowledge of NG911 Core Services (NGCS) integration points, including ESRP, ECRF/LVF, and CHS components.
  • Strong diagnostic skills using tools like Wireshark, packet captures, syslogs, and SNMP traps for end-to- end troubleshooting.
  • Familiarity with call flow validation, routing scenario testing, and production cutover support.
  • Understanding of NIST 800-53, CJIS, and OTI Cyber Command cybersecurity frameworks.
  • Experience implementing secure connectivity using IPsec VPNs, SSL/TLS encryption, and role-based access controls (RBAC).
  • Knowledge of network segmentation, firewall rule management, and intrusion detection/prevention systems.
  • Minimum 7 years of experience in a particular technical and/or business application, product, platform, methodology.

DESIRABLE SKILLS/EXPERIENCE:

  • Familiarity with Public Safety Answering Center (PSAC) infrastructure and redundancy models.
  • Understanding of incident escalation, disaster recovery, and business continuity procedures.
  • In-depth understanding of NENA i3 architecture and its components.
  • Knowledge of ESRP, LIS, LoST, ECRF/LVF, and SIPREC standards for multimedia call processing.
  • Experience working with PSAPs, CAD systems, logging, and GIS components within a 911 environment.
