Job Summary:
We are seeking an experienced Technical Writer with a background in Security Operations Centers (SOC) to join the State of Iowa s Office of the Chief Information Officer (OCIO). This role is designed to support the SOC by focusing on the development, standardization, and documentation of key SOC processes, with an emphasis on incident response protocols and service level agreements.

Key Responsibilities:
  • Technical Writing Support:
    • Standardize and create essential documents for the SOC including:
      • Computer Security Incident Response Plan (CSIRP)
      • SOC Incident Playbooks
      • Standardized Incident Reports
      • RACI (Responsible, Accountable, Consulted, and Informed) grids
      • Website guidance for workforce members reporting security incidents to SOC
    • Ensure all SOC-related documentation is clear, consistent, and in line with SOC requirements.
  • Business & Process Support:
    • Assist in the definition and measurement of Service Level Agreements (SLA), Memorandum of Understanding (MOU), and Memorandum of Agreement (MOA).
    • Integrate Key Performance Indicators (KPIs) and develop status reports for stakeholders.
    • Analyze business processes and requirements, provide functional specifications, and drive business decisions with a focus on security metrics.
  • Coordination & Stakeholder Interaction:
    • Work closely with incident responders, SOC leadership, and service suppliers to ensure clarity in deliverables, priorities, and schedules.
    • Provide business analysis, process analysis, and project coordination to ensure effective execution of SOC documentation and processes.
  • Reporting & Prioritization:
    • Develop resource estimates, prioritize tasks, and track deliverables to ensure SOC functions are met.
    • Provide priority schedules and ensure SOC-related issues are addressed in a timely manner.
Candidate Requirements:
  • Experience:
    • Proven experience as a Technical Writer in a SOC environment.
    • Familiarity with incident response processes, security standards, and documentation of security operations.
  • Skills:
    • Excellent Organizational Skills: Strong attention to detail, accuracy, and follow-through.
    • Writing & Composition: Exceptional writing skills including grammar, punctuation, and clarity in expression.
    • Ability to translate complex technical information into non-technical language for diverse audiences.
    • Strong problem-solving abilities, with a focus on providing clear, well-documented solutions.
