NewGen is seeking a Cloud Financial Analyst who will be responsible for the following:
• Analyze cloud service costs (IaaS, PaaS, SaaS) to ensure alignment with fee-funded and appropriated budget constraints
• Monitor and report cloud spending across USCIS systems and environments, identifying cost trends, variances, and risks
• Support FinOps practices by optimizing cloud usage and recommending cost controls that support mission systems and high-availability workloads
• Track contract burn rates, ceilings, and period-of-performance limits for cloud and IT service contracts
• Prepare financial reports, dashboards, and briefings for leadership, program managers, and contracting officers
• Validate cloud provider and integrator invoices against contract terms, usage data, and service-level agreements
• Support budget formulation and execution activities tied to IT modernization and cloud migration initiatives
• Ensure compliance with DHS and USCIS financial policies, acquisition regulations, and audit requirements
• Collaborate with technical and security teams to balance cost, performance, scalability, and compliance needs
• Assist with acquisition planning, independent government cost estimates (IGCEs), and pricing analyses for cloud services
• Support audits, data calls, and congressional or DHS reporting by providing accurate cloud financial data
• Assess financial impacts of system modernization, workload migrations, and new cloud service adoption
Additional Responsibilities:
1. Administer Cloud Financial Management Platform (CloudAbility)
Administer and maintain the usersa and environments being monitored and assessed by the Cloudability Tool.
2. Develop Reports and Gather Data Analytics Set up and Run Reports to provide FinOps analysis from the Cloudability tool to be presented to the USCIS Management Team. Pull together or retrieve data sets from CloudAbility
3. Monitor, Troubleshoot, and Optimize Cloud Financial Management Platform (Cloudability)
Use monitoring tools to track status of the Cloudabilty Platform and troubleshoot and fix any config issues causing data anomalies on the platform.
Nice to have skills:
AWS Cloud Platform Engineering Expertise – 3+ years
Hands-on experience as a cloud engineer in AWS with familiarity of the services available on the platform and how they are priced/sold by AWS
Cloud FinOps/Financial Management Tools Experience – 3+ years
Hands-on experience using and administering FinOps/Financial Management tools like Cloudability
Infrastructure as Code (Terraform, CloudFormation, etc.) – 2+ years
Proven ability to automate infrastructure provisioning and management using IaC tools.
Monitoring & Troubleshooting Tools (CloudWatch, Datadog, Prometheus, etc.) – 2+ years
Ability to proactively monitor performance and quickly resolve issues in cloud environments.
Scripting & Automation (Python, Bash, PowerShell) – 3+ years
Strong scripting skills for automating deployment, monitoring, and administrative tasks.
