DURATION: 24 Months

LOCATION: Albany, NY - Hybrid

This position supports Central Accounts Payable System (CAPS) and Administrative Management Reporting Application (AMRA), used for Administration of Financial Operations. CAPS have integration with critical applications such as NYS Commission for Blind (NYSCB), Juvenile Justice Information System (JJIS), Quality Youth Development System (QYDS), Leave and Accrual Tracking System (LATS-NY), Human Capital Management (HCM-NY), and Contract Management System (CMS). Authorized payments are transferred to the NYS Statewide Financial System (SFS) for payment via SFTP. The resulting return payment files are unencrypted, parsed and provide payment details for OCFS feeder system reconciliation. Support is being requested including Global Payment Service (GPS) update AKANA service for vendor payment processing. Update documents for consumption and testing of the bi-directional service. Migrate interfaces from the old web service for Quality Youth Development System (QYDS), DJJOY youth allowance payments interface to new CAPSGPS AKANA service. Monitor CAPS OpCon runbooks for application batch jobs and processing. Environmental upgrades needed for Server OS/patching, .Net, Oracle database, SSRS software and servers for reporting. Development and testing are underway to migrate to supported agency servers. Timely payment processing to the vendors is very critical to continue to get the services and supplies. The failure to make payments could cause the termination of the services which will impact the health and safety of the clients in our care. CAPS has near real time integration with other critical agency applications. These applications work together to help the agency safeguard the clients that it is chartered to protect.

Qualifications

• Software Architect - Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.
  
• Expert- 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
  
• 84 Months of experience engaging in project management communication including leading team meeting, customer interface activities, resolve project issues with CTO, prepare reports using Microsoft Office Suite particular MS project and Excel for status to IT leadership and agency executive management.
  
• 84 Months of experience in application architecture, design, projects and interfaces involving technologies ASP.Net, C#, WCF, MVC, Bootstrap, HTML, JavaScript, JQuery, XML, ASPOSE, GIS address validation and PGP Encryption.
  
• 84 Months of experience as technical lead of .Net development teams for enterprise level financial projects.
  
• 84 Months experience in architect and design Oracle 19c database using XML DB, PL/SQL, Triggers and Stored Procedures for a complex and multi-agency data environment.
  
• 84 Months of experience in assisting stakeholders in data analysis, gathering business rules and applying security for the design and implementation of business intelligence using Microsoft SSRS and COGNOS BI reporting.
  
• 72 months experience doing CI/CD using tools like Azure DevOps performing tasks such as automated builds, writing build & release pipelines and creating work items.
  
• Bachelor's Degree

Day-to-Day tasks

• Analysis, design and development of enhanced features for the applications and interfaces.
  
• Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL
  
• Analysis, design and development of Oracle database objects
  
• Work in coordination with the team and customers to support the applications and interfaces.
  
• Perform testing and coordination of Production implementation.
  
• Analysis and resolution of Production issues relating to the application, interfaces or platform.
  
• Monitor data import and application interfaces. Work to resolve any data issues.
