Job Description

Looking for Business Analyst Manager to perform advanced business and process analysis for business applications and integrated technologies configured for use by ERS staff.

The Business Analyst Manager will spearhead business systems analysis and planning using best practices to define, analyze and document business processes, workflows and system requirements for the purpose of automating or improving business processes. Additionally, the Business Analyst Manager will plan, assign, and supervise the work of others as well as serve as liaison to business client units for the purpose of understanding client’s goals, business processes, challenges and opportunities. The ideal candidate will carry out efforts under the direction of the Director of Business and Process Analysis with considerable latitude for the use of initiative and independent judgment.

Essential Responsibilities includes, but is not limited to

  • Manage team activities by managing resources, providing guidance, delegating assignments, coordinating peer reviews and conducting performance evaluations.
  • Screens, interviews, hires and may perform personnel actions for separation of contractors and/or employees.
  • Establishes team goals and objectives, develops and approves schedules, priorities, and standards for achieving goals, as well as manages evaluation activities.
  • Establishes long-range team and staff objectives and specifies strategies and actions to achieve them.
  • Identifies and implements business and process analysis best practices and tools.
  • Identifies potential project risks and difficulties and formulates strategies to mitigate or avoid them.
  • Coordinates business validation of products, services, or processes to evaluate quality or performance.
  • Ensures analysis and documentation to business processes, workflows, procedures, information systems or utility programs for efficiency and effectiveness.
  • Serves as a liaison to divisions by providing consultation and direction with regards to analysis, design, configuration, testing, and policy implementation within all systems.
  • Collaborates with stakeholders to identify and document business needs, challenges, and areas of opportunities and may lead efforts to enhance business processes.
  • Works with stakeholders to determine business needs to requests for services and establish project scope, level of effort and timelines.
  • Works with division leaders to discuss potential plans and initiatives to implement as well as to develop strategies for better customer experience.
  • Assist in managing the customer service request life cycle through business requirements coordination, technical specifications review and system integration.
  • Collects and analyzes customer experience feedback data to make informed decisions.
  • Assists in developing and reviewing budgets and major expenditures and ensures that requirements of funding sources are met.
  • Reviews the results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Assists in special inquiries, research studies, and internal audits.

Required Minimum Qualifications:  Your application for employment must reflect how you meet each of the following minimum qualifications:

  1. Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems or management information systems or a related field. Each year of related experience over the required minimum may be substituted for one year (30 semester hours) of college credit.
  2. Five (5) years of combined experience planning, eliciting, analyzing and managing business requirements and/or monitoring throughout the software development life cycle (SDLC).
  3. Five (5) years of combined experience leading business process reengineering and transformation efforts that deliver improvements in processes, tools, quality of adoption and/or customer experience.
  4. Five (5) years of experience performing in a liaison role between functional and technical teams or business stakeholders.
  5. Five (5) years of combined experience leading project teams and/or operational and strategic organizational efforts that involved:
  • managing changes and stakeholder relationships,
  • tracking and communicating performance,
  • ensuring resource availability and allocation, coordinating third parties/vendors and
  • delegating tasks.

Preferred Qualifications:  Your application for employment should reflect how you meet the following preferred qualifications:

  1. Experience performing in a supervisory or team lead role with responsibility of conducting staff performance evaluations.
  2. Experience in systems analysis and configuration of internal control frameworks.
  3. Experience with reporting databases, database design development, data modeling, mapping, analysis and governance.
  4. Experience conducting enterprise business analysis such as problem/opportunity analysis, business case and business architecture development, feasibility studies and comprehensive risk assessments supporting value-based decision-making.
  5. Experience crafting comprehensive system-level documentation, system implementation standards and training materials for users with varied levels of technical understanding.
  6. Masters of Business of Administration (MBA) or equivalent in related field.
  7. CCBA, CBAP, CSM, CSPO, PMI-PBA, PMP, ITIL or ICGB certifications.
