Job Description
ECS is seeking a Cyber Program Manager to work in Arlington, VA .
ECS is seeking a Cyber Program Manager to play a key role in executing program management duties and driving strategic initiatives for large federal clients. This position requires a critical thinker with expertise in systems engineering, process improvements, and consulting services. The ideal candidate will have a proven track record in managing cross-functional cyber teams in an agile environment, working closely with customers to define and implement delivery frameworks that results in mission value. Strong interpersonal and communication skills are essential, along with the ability to manage multiple workstreams, establish relationships, and drive business growth in a dynamic customer environment.
The Cyber Program Manager will start in a Deputy Program Manager position as they learn more about the development and execution of our cybersecurity programs. After the individual has gotten spun up and comfortable in the environment, there is growth potential to lead a program entirely on their own. This leadership role involves providing day to day oversight and guiding a team of 40+ professionals. The ideal candidate will embody servant leadership, proactively identifying opportunities to enhance processes and optimize resource allocation. Key responsibilities include:

- Develop and maintain client relationships to define needs, address challenges, develop requirements, and recommend solutions.
- Work with Program Delivery Leads to identify and implement best practices in systems engineering and process improvements that align with program values of transparency, inclusion, and continuous improvement.
- Manage cross-functional, matrixed teams in an agile environment to achieve project objectives effectively.
- Collaborate closely with customers to define and implement delivery frameworks and strategies aligned with program goals.
- Oversee day-to-day financial management, including budget tracking, resource allocation, and financial forecasting to ensure operational efficiency.
- Track and manage resource allocation to optimize team performance and meet program objectives.
- Foster and manage strong relationships with teaming partners, ensuring alignment with program goals and effective coordination across stakeholders.
- Effectively manage multiple workstreams, competing requirements, and schedules while ensuring seamless coordination across stakeholders.
- Demonstrate superior interpersonal, communication, presentation, and writing skills to engage with executive and senior-level federal clients.
- Lead efforts in complex problem-solving and drive teams toward successful outcomes.
- Establish program objectives and performance metrics to measure success and drive continuous improvement.
- Perform additional duties as assigned to support overall program success.
Required Skills
8+ years of progressive and broad cybersecurity and program leadership experience including:
- Top Secret Clearance
- Experience successfully starting and managing multiple high visibility, high impact cybersecurity projects
- Proven knowledge and experience managing cyber projects supporting the Federal government
- Demonstrated success managing cross-functional, matrixed engineering teams to effectively deliver IT solutions development in large and complex application environments
- Expertise in strategic planning / consulting services for a large, federal customer; experience in consulting with clients to define needs and issues, developing requirements, and analyzing findings to advise and recommend solutions to clients
- Demonstrated excellent project, program and portfolio management capabilities including the ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality
- Experience managing the full System Development Life Cycle (SDLC) using Agile methodologies including Scrum and Kanban
- Excellent communication and collaboration skills including customer and employee engagement
- A demonstrated aptitude for complex problem solving and leading teams to success
- PMP Certification
Desired Skills
- Experience managing DHS Programs
- CISSP Certification
- Product Management and/or IT Service Design experience
- SAFe Certification and experience, with experience as a Scrum Master
