Overview
GovCIO is currently hiring for a highly skilled and experienced Microsoft Power Platform Developer to support the 67 th Cyberspace Wing (67 CW). The objective is to leverage the DAF MS365 Power Platform (Power Apps, Power Automate, Power BI, Dataverse, SharePoint Online) to design, develop, implement, and maintain innovative digital solutions. These solutions will streamline critical business processes, enhance operational efficiency, improve data-driven decision-making, and support the Wing's mission effectiveness through modern digital transformation Initiatives. This will be a fully on-site position with some flexibility on a case-by-case basis at 67 CW facilities located at Joint Base San Antonio-Lackland, TX.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. Responsibilities
- Design, develop, and deploy user-friendly and functionally robust applications using Microsoft Power Apps (Canvas and Model -Driven) to address identified business needs and automate annual processes.
- Develop, implement, and optimize automated workflows using Microsoft Power Automate to streamline repetitive tasks, integrate disparate systems, and improve data accuracy and flow across the DAF MS365 environment.
- Design, develop, and maintain interactive dashboards, reports, and data models using Microsoft Power BI, providing actionable insights from complex data sets to support strategic and operational decision-making.
- Utilize Dataverse (formerly Common Data Service) for robust data storage and management within Power Platform solutions, ensuring data integrity, security, and scalability.
- Integrate Power Platform solutions with other DAF MS365 services (e.g., SharePoint Online, Teams, Outlook) and approved external systems as required.
- Provide ongoing operational support, troubleshooting, and bug fixes for all developed Power Platform solutions to ensure their continuous and smooth operation.
- Implement enhancements, updates, and performance optimizations to existing solutions based on user feedback, evolving requirements, and platform updates.
- Manage solution deployments, version control, and environment management within the DAF MS365 Power Platform ecosystem.
- Collaborate effectively with Wing Staff Offices, subject matter experts (SMEs), and end-users to gather, analyze, and document detailed business requirements for new and existing solutions.
- Translate complex business needs into clear, actionable technical specifications and solution designs.
- Conduct user acceptance testing (UAT) and gather feedback to ensure developed solutions meet user expectations and business objectives.
- Create and maintain comprehensive documentation for all developed solutions, including technical specifications, architecture diagrams, user manuals, and training materials.
- Actively participate in knowledge transfer sessions with government personnel and other team members to ensure continuity of operations and build internal capability.
- Ensure all Power Platform solutions adhere to Department of Defense (DoD), Department of the Air Force (DAF), and 67 CW policies, standards, and best practices, particularly concerning security, data governance, accessibility, and privacy.
- Follow industry best practices for low-code/no-code development, solution architecture, and quality assurance.
- Continuously monitor and evaluate emerging Power Platform features, updates, and industry trends to recommend and implement innovative solutions that enhance the Wing's capabilities.
- Proactively identify opportunities for process improvement and automation within the 67 CW.
Qualifications
Required Skills:
- Clearance Required: TS SCI
- High School with 9+ years of experience (or commensurate experience)
- Relevant Microsoft Certifications (e.g., Power Platform developer Associate, Power Platform Functional Consultant Associate) are highly desirable.
- Proven experience (minimum 3-5 years) in developing, implementing, and managing solutions with Microsoft Power Apps (Canvas and Model-Driven), Power Automate, and Power BI.
- Demonstrated experience with Microsoft Dataverse (CDS).
- Proficiency with SharePoint Online for integration and data storage.
- Familiarity with Microsoft 365 administration and security concepts.
- Understanding of relational databases and data modeling principles.
- Experience with Agile development methodologies (e.g., Scrum, Kanban).
- Basic understanding of front-end web technologies (HTML, CSS, JavaScript) is a plus.
- Excellent problem-solving, analytical, and critical thinking skills.
- Strong oral and written communication skills, with the ability to effectively translate technical concepts to non-technical audiences and articulate business value.
- Demonstrated ability to work independently with minimal supervision and collaboratively within a team environment.
- Proactive, self-motivated, and results-oriented with a strong work ethic.
- Ability to manage multiple tasks and prioritize effectively in a dynamic environment.
Preferred Skills, Experience and Performance
- Bachelor's degree in computer science, Information Technology, Information Systems, or a closely related field from an accredited institution.
- OR in lieu of a bachelor's degree, an associate degree with 5+ years of direct, relevant experience in Power Platform development, or 7+ years of direct, relevant experience without a degree.
- Ability to translate 67 CW specific mission needs into practical data elements for analysis.
- Experience with Power Platform administration: Understanding of Power Apps and Power BI environment management, including security and permissions.
- Experience collaborating in multi-disciplinary teams: Sharing workload and responsibilities.
- Strong collaboration skills: Proven ability to work with non-technical stakeholders and propose practical solutions based on business needs.
- You shall deliver functional Power Apps (Canvas and Model-Driven) applications, implement Power Automate flows, Interactive Power BI dashboards and reports, provide comprehensive technical documentation for all developed solutions, provide user manuals and training materials for deployed solutions, provide weekly activity reports (WARs) detailing progress, monthly progress briefings to the 67 CW A6 leadership, Test plans and Test results for all developed solutions and knowledge transfer session summaries and materials.
