Job Details

Leidos's Office of Technology, Digital Modernization Sector team currently has an immediate opening for a Health IT Solutions Architect.

Leidos is seeking a highly experienced and dynamic Chief Technology Officer (CTO) for its Health IT Division. This senior leadership position will be instrumental in shaping the strategic direction and technological vision for the division, with a focus on civilian health IT solutions, digital modernization, and the integration of advanced technologies to meet the evolving needs of the healthcare industry. The CTO will work closely with executive leadership, business development, operations, and engineering teams to drive technological innovation and ensure the alignment of Leidos' solutions with customer needs and business objectives.

Will be located in the Metro DC area. Will be in the office a minimum of 50% of the time.

The Health IT CTO will be responsible for the architecture and design of next-generation solutions, overseeing technical execution, ensuring the delivery of scalable, secure, and innovative systems, and driving the development of new business opportunities. This position will require strategic thinking, deep technical expertise, and an ability to engage with senior executives in the government and healthcare sectors.

Primary Responsibilities
Strategic Leadership: Define and execute the technical vision and strategy for Leidos' Health IT solutions, ensuring alignment with the company's overall business objectives and market trends.
Technology and Innovation Leadership: Lead the development of cutting-edge, forward-thinking technology solutions for civilian health IT digital modernization, focusing on customer-specific needs, cost-efficiency, and competitive differentiation.
Client and Stakeholder Engagement: Build and maintain strong relationships with key stakeholders, including government agencies, health organizations, and business leaders, to understand customer needs, market dynamics, and emerging technology trends.
Team Leadership & Collaboration: Lead and mentor cross-functional teams (engineering, operations, business development) in the development and delivery of innovative, high-quality solutions. Foster a collaborative, high-performance culture that drives excellence.
Business Development & Proposal Support: Provide technical leadership during pre-sales activities, including proposal writing, presentations, white papers, and RFI responses. Engage directly with customers and internal teams to develop winning strategies for major captures.
Solution Architecture & Integration: Oversee the architecture, design, and implementation of scalable, secure, and interoperable solutions across multiple projects, ensuring alignment with best practices and regulatory requirements in healthcare IT.
Emerging Technologies: Stay ahead of industry trends, evaluating and integrating new technologies (e.g., AI/ML, cloud, data analytics, cybersecurity) to enhance Leidos' competitive position in the health IT market.
Risk & Performance Management: Identify and mitigate technical risks across programs. Drive continuous improvement in delivery processes, ensuring successful program execution within scope, schedule, and budget.
Executive-Level Communication: Lead discussions and present complex technical concepts to executives, clients, and external stakeholders in a clear, concise, and compelling manner. Lead the development of innovative solutions in support of priority capture efforts, balancing these solutions against cost, schedule, function, quality, and other business considerations.

Basic Qualifications
Education & Experience: Master's degree in a relevant field and 15+ years of experience in technology leadership roles, with at least 8 years in Health IT. Additional years of experience may be considered in lieu of a degree.
Technical Expertise: Deep expertise in at least three of the following domains: system architecture, cloud computing, data science, AI/ML, health IT interoperability, electronic health records (EHR), cybersecurity, low-code/no-code platforms, digital health solutions, and IT governance frameworks.
Leadership Experience: Proven experience in a senior leadership role, with the ability to lead and manage cross-functional teams and provide strategic direction for large-scale technology projects and business development.
Health IT Industry Knowledge: Strong understanding of the U.S. civilian healthcare landscape, including experience working with agencies such as SSA, HHS, CMS, FDA, CDC, NIH, and other relevant federal health organizations.
Proposal & Capture Leadership: Extensive experience in leading technical solution development for proposals, including white papers, RFI responses, and technical briefings. Demonstrated success in business development and capturing new opportunities.
Customer Engagement: Ability to engage with senior-level clients and stakeholders, translating complex technical requirements into actionable, cost-effective solutions.
Communication Skills: Strong written and verbal communication skills, with the ability to convey complex technical concepts to both technical and non-technical audiences.

Preferred Qualifications
Advanced Degree: Master's degree or higher in Computer Science, Engineering, Health IT, or a related field.
Digital Modernization Experience: Proven experience leading digital modernization efforts involving cloud computing, AI/ML, and data-driven solutions in healthcare or government sectors.
Health System Integration: Expertise in health IT systems integration, including EHR systems, data interoperability, and clinical workflows.
DevOps & Cloud Infrastructure: Experience in developing or managing DevOps solutions utilizing cloud infrastructure (AWS, Azure, Google Cloud) for healthcare applications.
Security & Compliance: In-depth knowledge of IT security and compliance standards specific to healthcare (e.g., HIPAA, HITRUST, FISMA).Experience engaging in business development and capture efforts
