The agency anticipates that work will be performed mostly remotely, but candidates may periodically be required to work onsite in Sacramento, CA area.

MANDATORY STAFF QUALIFICATIONS BUSINESS SOLUTIONS ANALYST

Minimum Qualifications

The key staff must possess, at a minimum the experience, knowledge, skills, abilities, and certifications listed in Minimum Qualifications (MQs) to be considered responsive to this RFO.

MQ1. A bachelor s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, Resource would need to demonstrate a total of nine (9) years of experience to meet MQ #2 below (i.e., minimum five (5) years + four (4) additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.

MQ2. A minimum of five (5) years of experience applying analytical processes on an IT project worth at least $2M. At least three (3) years of that experience must have been in business systems analysis and design.

MQ3. A minimum of three (3) years of progressively complex experience (two of which were in a lead capacity) and intermediate level skill in:

  • Triaging and troubleshooting applications
  • Eliciting and documenting business requirements
  • Project management

MQ4. A minimum of two (2) years of experience (within the last five years) as a business analyst. May include experience in one or more of the following business analysis activities: documentation development, application requirements analysis, business process analysis, or re-engineering (e.g., supporting conversion and transition to a new application), application testing, or user training.

MQ5. A minimum of three (3) years of experience utilizing requirements management tools (e.g., JIRA)

MQ6. A minimum of three (3) years of experience in analyzing legislative mandates and regulations to identify their impact on system requirements.

MQ7. A minimum of two (2) years of experience in working with the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process, throughout all Stages 1 and 4. Experience in preparing documentation and artifacts required for PAL approvals.

Desirable Qualifications

Items in Desirable Qualifications (DQs) will be assigned points.

DQ1. Master s degree or doctorate from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.

DQ2. Seven (7) years of experience applying analytical processes on an IT Project worth at least $2M. At least five (5) years of that experience must have been in business systems analysis and design.

DQ3. Five (5) or more years of progressively complex experience (four of which were in a lead capacity) and intermediate level skill in:

  • Triaging and troubleshooting applications
  • Eliciting and documenting business requirements
  • Project management

DQ4. Four (4) or more years of experience (within the last 8 years) as a business analyst. May include experience in one or more of the following business analysis activities: documentation development, application requirements analysis, business process analysis, or re-engineering (e.g., support conversion and transition to a new application), application testing, or user training.

DQ5. Five (5) or more years of experience utilizing requirements management tools (e.g., JIRA)

DQ6. Five (5) or more years of experience in analyzing legislative mandates and documenting the impact of these changes on the requirements.

DQ7. Four(4) or more years of experience in working within CDT s PAL process and preparing documentation required to achieve PAL approvals.
