Project Manager - Infrastructure & Asset Management | Vancouver, WA

About the Opportunity

Join a federal agency managing critical electrical infrastructure across the Pacific Northwest. We're seeking an experienced Project Manager to support organizational transformation and process improvement initiatives within our Construction and Maintenance Services division.

This is a unique opportunity to contribute to essential infrastructure projects while working with cross-functional teams on change management, asset management optimization, and business process enhancements.

What You'll Do

Project Leadership

  • Manage projects from initiation through completion, coordinating teams, tracking milestones, and ensuring on-time delivery
  • Facilitate cross-functional project teams and serve as liaison between technical and business stakeholders
  • Monitor progress, identify obstacles, and recommend corrective actions to management
  • Develop project documentation, status reports, and lessons-learned analyses

Change Management & Process Improvement

  • Conduct "as-is" to "to-be" gap analysis and recommend organizational improvements
  • Develop and implement change management plans and communications
  • Identify resistance and performance gaps; collaborate on solutions
  • Support teams through transitions to new business models and processes

Technical Coordination & Documentation

  • Gather and analyze technical data from multiple stakeholder perspectives
  • Maintain comprehensive documentation in compliance with federal standards
  • Support asset management and portfolio management data analysis
  • Coordinate with enterprise architects on business intelligence requirements

Meeting Facilitation & Communication

  • Plan, organize, and facilitate project meetings with clear agendas and action tracking
  • Create and distribute meeting minutes and documentation
  • Maintain consistent communication with sponsors, managers, and stakeholders
  • Manage project files and records using SharePoint and document management systems

What We're Looking For

Required Qualifications:

  • Education: Bachelor's degree in Engineering, Business Administration, Management, Organizational Development, Computer Science, or related field preferred
    • Without degree: 5+ years of direct project management experience required
    • With unrelated degree: 3+ years required
  • 3+ years of project management experience, including process development and execution
  • 3+ years analyzing, understanding, and documenting technical data
  • 3+ years managing large file systems using Microsoft Windows, SharePoint, Excel, or Access
  • Strong written and verbal communication skills
  • Ability to pass SF-85 background investigation

Preferred Qualifications:

  • Experience in the electric utility industry
  • Power BI report and dashboard development
  • Project Management Certification (PMI or PMP)
  • Federal government or regulated industry experience
  • Asset management program knowledge

Position Details

  • Location: Vancouver, WA (2 days onsite per week, routine telework eligible)
  • Schedule: Full-time, up to 40 hours/week
  • Travel: Up to 10% across WA, OR, ID, MT
  • Type: Contract position
  • Overtime: Approximately 5% anticipated
