We are hiring for Project/Acquisition Management Support, who can support our Federal client.

Job Description :-

Principle duties and essential functions:

1)     Financial Tracking

a.      Track Future Years FYSHP budget and P-BIS spend plans, for Office Management and Budget (OMB) and component executive reporting. Develop program procedures to manage, maintain and track program financials, including:

                                          i.     The development of annual spend plans by detailed expenditure type

                                        ii.     Mapping of spend plans by expenditure to various categorization methods in response to data calls with varying objectives

                                       iii.     Mapping of actuals to budgeted spend plans

                                       iv.     Retaining and tracking planned commitments and contract support until actual funds are obligated

                                         v.     Tracking planned and actual travel expenditures

                                       vi.     Document the procedures and update them as needed in order to provide clear direction to others

b.      Develop cost estimates for projects, validate contractor developed cost estimates and generate Independent Government Cost Estimates for contract development

c.      Run reports and perform analysis in SAP with ability to generate and manipulate various budget report formats

2)     Support Business Case development to document and report on program plans and expenditures

a.      Knowledge of planning, budgeting, acquisition, and management of Federal capital assets and helps meet reporting requirements for major IT investments

b.      Knowledge and experience with Exhibit 300/53, Capital Asset Plan and Business Case Summary

c.      Collect actual expenditures from various organizations and consolidate into a single tracking of actuals

d.      Develop Life-Cycle Cost Estimate (LCCE)

3)     Support Federal program leadership in other financial, budget and program related activities as needed. Ability to develop reports in MS Project and Excel; able to create pivot tables, complex formulas etc.

a.      Strong and articulate documentation skills are required, in order to develop responses to data calls which may require justification of planned expenditure or explanation of actual expenditures

4)     Management

a.       

b.      Provide acquisition program management support to include being the backup for the Acquisition Program Manager (APM) and act for the APM in their absence. 

                                          i.     Support the facilitation and management of the overall program

                                        ii.     Support the stakeholders and business users

                                       iii.     Develop materiials and facilitate meetings of the APM

                                       iv.     Attend all program meetings and take detailed minutes for meetings owned by the APM

                                         v.     Oversee technical aspects of the implemetnation to inlcude attending SCRUM and Agile meetings

c.      Develop and maintain the Integrtrated Master Schedule (IMS)

d.      Create management and executive reports and briefings

e.      Tracks progress against plans and manages variances; manages change control

f.       Manage the adherence to Enterprise Life Cycle (ELC) and project management standards

g.      Develop documentation in support of ELC requirements and project needs

h.      Review and provide feedback on all program-related documents as requested

5)     Collect, catalogue and maintain organization artifacts for incorporation into enterprise architecture database

 

Skills and Certificatins required

·        Understanding and hands-on experience with the system development lifecycle

·        Strong verbal communication and client management skills

·        Strong analytical skills; ability to effectively analyze & resolve issues including financial issues

·        Strong facilitation skills

·        Strong financial management planning and Excel skills

·        Strong witing and documentaiton skills

·        Experience in developing cost estimates and gathering requirements from multiple stakeholders

·        Self-directed

 

Secondary skills and Certifications (nice to have)

·        Federal Government Procurement, Planning, Budgeting & Accounting (PPBA) business process knowledge

·        Experience with using SAP or other ERP financial systems

·        Project Management Professional (PMP) certification

 

Location

·        DC based 1 day/week – no travel covered


Required Experience

For PM Level 1

·        Bachelor’s degree and at least 6 years of Project Management experience for IT projects

·        Masters degree and at least 4 years of Project Management experience for IT projects

Form PM Level 2

·        Bachelor’s degree and 10+ years of Project Management experience for IT projects

·        Masters degree and 8+ years of Project Management experience for IT projects
