Job title: Scrum Master

The Candidate will:
- Participate and/or lead in project management, coordination, planning, and scheduling with CPA and Vendor staff in an Agile environment.
- Facilitate all scrum events: daily scrum, backlog refinement, sprint planning, sprint demo (including exec demos/status updates) and retrospective meetings.
- Guide, facilitate and teach the Agile mindset, core values, principles and Scrum best practices to the team and others throughout the organization.
- Manage, with Agile principles and best practices, multiple projects of medium to large scale and guide the teams through the scrum process to ensure tested, functional, valuable software is delivered to the customer at the end of each sprint/iteration.
- Recognize and remove impediments for the scrum (development) team.
- Ensure the teams are reflecting on their performance after each sprint to identify successes, as well as failures, and continuously improving their way or working to increase the value delivered to the customer.
- Assess performance of teams and programs, finds opportunities for improvement, and makes recommendations and implements changes and steps to increase the team s productivity.
- Work with product owners, and internal customers, to maintain requirements backlog and conduct requirements elaborations.
- Mentor product owners, internal customers, project managers, developers and others in agile principles and leading industry practices.
- Coach scrum teams to become self-organizing.
- Collaborate with other scrum masters to improve the overall agile strategy and provide alignment in sprint execution.
- Provide detailed metrics and dashboard covering tasks, assigned resources, and story points including burn down charts, project health, status, and adherence to timelines/roadmaps.
- The Candidate will perform other tasks as assigned.
Required skills:
- 8 years of Extensive knowledge of the Agile Development Methodologies with advanced knowledge and experience utilizing the Scrum framework leading multiple scrum teams in medium to large scale enterprise environments
- 7 years of Experience as a Scrum Master on large projects: Experience performing Scrum Ceremonies. Experience with backlog refinement and helping team refine epics/stories through progressive elaboration.
- 7 years of Experience as a Scrum Master on large projects including: Experience creating burndown/burnup charts and reporting to management on team performance
- 6 years of Experience with highly complex application security requirements
- 6 years of Last 6 consecutive years working experience on resume as job title of Scrum Master or Agile Coach
- 6 years of Deep understanding of software development methodologies and proven ability to lead scrum teams in the execution of scrum processes, agile principles, and values, and providing monitoring
- 5 years of Experience in project management including Agile and other SDLC methodologies plus knowledge of software development methodologies, testing, design, and implementations
- 4 years of Proficient with Jira and Confluence
- 2 years of Agile Scrum Master Certification (Certified Scrum Master (CSM), Professional Scrum Master (PSM), Agile Certified Practitioner (PMI-ACP), or SAFe Scrum Master)
Preferred skills:
- 3 years of Proficient with the Microsoft Office products, including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel, SharePoint, and PowerPoint
- 3 years of Working experience as a software developer
- 3 years of Experience with modern development languages, frameworks, and architectures such as React, JavaScript, Spring Framework, Microservices, CI/CD, Cloud Native, etc.
- 3 years of Program, Portfolio, Project Management experience
- 3 years of SAFe (Scaled Agile Framework) experience
- 2 years of Experience with Java, .NET, Natural, or COBOL
- 2 years of Experience using SQL in one of more of the following RDBMS products: DB2 z/OS, SQL Server, Oracle
- 2 years of Serving in a technical leadership role on software development projects
- 2 years of Experience Texas CPA Systems
- 1 or more years Having been a member of an agile development team and delivered a final finished product into a production environment
- 1 or more years with Participation in a successful agile transformation
- 1 or more years of Advanced certifications: Advanced Certified ScrumMaster (A-CSM), SAFe Advanced Scrum Master, Certified Agile Leadership (CAL), Certified Agile Coach (CTC or CEC), Project Management Professional (PMI-PMP)
- OTHER SPECIAL REQUIREMENTS
- Knowledge of project management methodologies that includes Agile development and other SDLC methodologies.

- Experience in business analysis and strategic planning.
- Manage multiple projects of medium to large scale through all sprints/iterations and phases of the project.
- Software development industry knowledge
- Must perform other related work as assigned.
- Certifications (at least one): Certified Scrum Master (CSM), Professional Scrum Master (PSM), Agile Certified Practitioner (PMI-ACP), Project Management
- Professional (PMI-PMP) or SAFe Scrum Master
Onsite Requirement: Candidate will be working hybrid with some remote work opportunities; regularly scheduled in-office days (2x week) are required. Onsite and remote attendance will be directed/coordinated by the Direct Supervisor.
Support Requirement: Candidate may be required to provide support to on-call team members.
The Awarded Vendor and Contractor will be required to furnish and adhere to the following:
- Terms and Conditions: If selected, the vendor shall be required to sign and adhere to the CPA s Additional T&Cs. The contractor shall be required to sign several security documents and adhere to CPA s Additional T&Cs.
- Background Check: Proof/Receipt that a background check has been performed and passed.
- Picture ID (Government): Copy of a state Driver s License/ID Card or US Government photo id.
The selected contractor(s) will be required to come in person to the LBJ Building to obtain CPA equipment, badge, and initial assignments. CPA will not pay or reimburse travel expenses.
