Position Overview
This role is for an experienced Project Manager to lead the replacement of a legacy case management system with a modern, scalable solution supporting program integrity and Medicaid operational workflows. The Project Manager will plan, manage, and execute all phases of the project while coordinating across multiple stakeholder groups. This role requires strong leadership, communication, technical understanding, and hands-on project methodology expertise, particularly in Agile/Scrum environments.
Project Management Professional (PMP) certification is required.
Key Responsibilities
Lead overall project planning, execution, monitoring, and delivery activities.
Oversee design, development, and implementation efforts for the new case management solution.
Apply Agile project management practices, including feature planning, sprint coordination, and backlog tracking.
Create and maintain project documentation such as charters, schedules, risk/issue logs, and status reports.
Facilitate weekly project status meetings and provide progress updates to leadership.
Identify risks and develop mitigation and contingency strategies.
Serve as primary liaison among business stakeholders, technical teams, and leadership.
Ensure SDLC processes are followed and business requirements translate effectively into technical specifications.
Communicate complex business and technical concepts clearly to various audiences.
Develop presentations for oversight committees and leadership groups.
Provide knowledge transfer to internal staff to ensure continuity.
On-call support may be required during certain project phases.
Skills & Experience Requirements
8+ years of project management experience leading large-scale enterprise solutions.
8+ years of experience managing projects in a state government or federal program environment (or similar regulatory environment).
8+ years of experience working with or overseeing technical development teams.
Experience establishing project organization and methodology frameworks, especially within Agile/Scrum structures.
Strong ability to build and maintain stakeholder relationships across multiple teams.
Ability to analyze, understand, and communicate technical and operational complexities.
Strong written, verbal, and presentation communication skills.
Preferred Qualifications
Experience working with State of Texas Project Delivery Framework or equivalent.
PMP Certification (Required and must be documented on resume).
Experience working in Agile/Scrum environments.
Familiarity with Salesforce platforms.
Experience with state procurement and contract management.
Working knowledge of Jira or similar work tracking tools.
