Job Details

o Collaborate with stakeholders to gather and document detailed requirements for application sustainment, maintenance, and enhancements.
o Analyze and prioritize requirements to ensure they align with project goals and federal government regulations.
o Work closely with development and design teams to translate business requirements into user stories that meet the need of the end users.
o Facilitate effective communication between project stakeholders, end users, Customer product owners, and the program team.
o Prepare regular status reports and presentations to keep stakeholders informed about backlog grooming activities, project progress, and work forecasting.
o Conduct upfront analysis of use cases to better understand concerns and expectations so to inform Customer Product Owners of application enhancement opportunities.
o Establish baseline performance measures to evaluate impact of change efforts.
o Define, evaluate, and inform continuous process improvement to ensure seamless transition of an idea throughout its journey to becoming an actionable initiative to enhance program operations.

Required skills/Level of Experience :
At least 5 years experience working as a business analyst
At least 3-5 years experience working in natural hazard risk assessment and mitigation, National Flood Insurance Program, and resilience space
At least 5 years experience using written communication skills, change management techniques and facilitating stakeholder meetings
Possession or ability to obtain and maintain the required a favorably adjudicated DHS Public Trust background investigation.

Preferred Skills/Level of Experience:
Experience working with or for federal agency
Experience working with application lifecycle management and tracking tools, such as Jira
Experience working in an agile environment
Experience with program evaluation methodologies
