Project Objective

The Project Manager will lead the Laboratory Information Management System (LIMS) Transition Project for the Pennsylvania Department of Health.
The new LIMS platform will modernize and streamline laboratory operations enabling electronic data capture, automated workflows, secure data exchange, and enhanced integration with instruments, surveillance systems, and the enterprise data warehouse.


Key Responsibilities

  • Manage the full project lifecycle: planning, design, testing, implementation, and evaluation.

  • Direct and facilitate a high-profile Commonwealth-wide IT project from start to finish.

  • Ensure delivery within scope, budget, and schedule, maintaining compliance with PMI and HHS DC PMO methodologies.

  • Develop project management plans, communication strategies, deliverables matrix, and risk/issue (RAID+) logs.

  • Oversee progress reporting, scope changes, and stakeholder communications.

  • Lead cross-functional collaboration among IT teams, vendors, and business stakeholders.

  • Manage project risks, issues, and quality assurance to ensure alignment with goals.

  • Mentor junior PM staff and contribute to continual process improvement.


Operational Tasks

  • Schedule and conduct status reviews, QA, and peer inspections.

  • Prepare and present project updates and reports to senior leadership.

  • Maintain documentation through SharePoint and Microsoft Teams.

  • Complete weekly timesheets and status updates per PMO guidelines.

  • Facilitate system testing, training sessions, and orientation.
