Job Details

Mandatory Qualifications:
1. At least five (5) years of full-time equivalent (FTE) experience developing and managing project plans that define tasks, deliverables, timelines, and resource needs for projects within a portfolio implementing a comprehensive infrastructure strategy for an organization.
2. At least five (5) years of FTE experience successfully delivering large-scale infrastructure projects that involve cross-functional teams and aim to enhance infrastructure services in support of operational business objectives. Definition of Large-Scale: Implementation budget exceeding $5 million, multiple phases, and a project team of more than 20 resources.
3. At least five (5) years of FTE experience managing project priorities, schedules, and scope to ensure proper resource allocation, identifying and mitigating risks, developing project analytics dashboards, and communicating outcomes to stakeholders at all leadership levels for a large-scale infrastructure project (defined as above).
4. At least five (5) years of experience serving as a Project Manager, Senior Technical Manager, Program Manager, or Portfolio Manager with direct responsibility for the following Project Management Knowledge Areas:
a. Scope
b. Time (Schedule)
c. Cost (Budget)
d. Human Resource Management
e. Risk Management
f. Quality Management
g. Integration
h. Communication

Desirable Qualifications:
1. At least two (2) years of experience providing IT infrastructure portfolio management services to a California State agency, demonstrating familiarity with project management and governance frameworks ideally within the Department of Motor Vehicles or a similarly structured entity.
2. Professional certifications as a Project Management Professional (PMP) or Certified Scrum Master or ITIL or CompTIA. The certificate presented must be active and not expired at the time of offer submission and the
certification(s) submitted must be maintained as valid during the term of the contract. A copy of the certification must be provided.
3. At least two (2) years of experience delivering projects utilizing infrastructure platforms such as Microsoft Azure, Amazon Web Services, or Google Cloud Platform.
4. At least two (2) years of experience delivering infrastructure projects including any of the following:
a. Migrating an entire organization's IT infrastructure to the cloud.
b. Consolidating multiple data centers into a single location.
c. Implementing enterprise-wide security measures such as firewalls, intrusion detection and prevention systems, and data encryption.
d. Virtualizing an organization's IT infrastructure configuring virtual servers, storage, and networking.
e. Upgrading an organization's network infrastructure, such as upgrading to a high-speed fiber-optic network across multiple sites.
f. Developing and implementing a business continuity and disaster recovery plan assessing potential risks, identifying critical systems and data, and developing contingency plans for maintaining business operations during and after a disaster.
