Minimum Requirements:
8 years experience as a Business Analyst and Agile Product Owner.
8 years experience utilizing Agile software development methodology.
8 years experience performing complex business analysis and writing technical documentation.
8 years experience reporting project status to management, including risks/issues.
8 years experience identifying project risks/issues and implementing mitigation strategies.
8 years experience in written/oral communication, including documenting requirements and deliverables.
8 years experience gathering, validating, and documenting business requirements and translating into technical solutions.
8 years experience reviewing and approving complex technical requirements written by vendors.
8 years experience with Microsoft Office Suite (Teams, Word, Excel, PowerPoint).
8 years experience coordinating and developing test plans, exit criteria, and test scenarios.
8 years experience executing detailed test cases in complex software environments.
8 years experience using testing management software.
8 years experience with Microsoft Project or similar project management tools.

Summary:
The Business Automation Support (BAS) unit within the Medicaid and CHIP Services (MCS) Department oversees Texas Medicaid & Healthcare Partnership (TMHP) systems and related support activities.
BAS provides oversight of LTC program systems, TMHP vendor system updates, and encounter data/MCO file coordination.
A Business Analyst (BA) is needed to support the legislatively approved Provider Enrollment and Management System (PEMS) projects.
PEMS is a centralized electronic system for Medicaid and non-Medicaid providers to submit applications via a single web portal.
The BA will act as a Business Analyst and Product Owner, ensuring requirements gathering, backlog prioritization, and successful delivery of system enhancements to improve provider experience and functionality.
Responsibilities:
Analyze program policies, procedures, and processes to determine impact on business systems.
Review system and project deliverables (requirements, design docs, test plans, risk assessments) for compliance with business and technical needs.
Collaborate with program staff to solicit, analyze, and document business processes and requirements.
Serve as liaison between state staff and vendors to translate operational/business requirements.
Act as Product Owner for Agile teams, working with contracted software vendors to implement system changes.
Write user stories with acceptance criteria based on business needs using Agile methodology.
Develop and maintain business user test scenarios; participate in system and user acceptance testing.
Create use case scenarios, test plans, and exit criteria mapping to requirements.
Execute test cases using formal testing tools; track and report testing status.
Identify project risks/issues and develop mitigation strategies.
Report project status to management, including risks and key decisions.
Document action items and business decisions; manage deliverable schedules.
Conduct meetings and presentations as needed.
Perform other duties related to PEMS projects as assigned.
