Overview

Seeking a highly skilled Transformation Program Manager to lead enterprise-level modernization initiatives. This role is responsible for program and portfolio management, strategic alignment, cross-department coordination, and oversight of modernization and innovation programs. The ideal candidate will have a proven track record managing complex, multi-stakeholder programs that drive organizational change and measurable outcomes.

Key Responsibilities

  • Define and maintain program objectives, roadmaps, and governance frameworks
  • Develop and oversee scope, budget, and schedule for multiple concurrent projects
  • Identify, assess, and mitigate program risks and dependencies
  • Establish and monitor Key Performance Indicators (KPIs) and Objectives and Key Results (OKRs)
  • Lead portfolio performance reviews, track health metrics, and produce executive-level reporting
  • Support development and implementation of playbooks, templates, and repeatable processes
  • Manage stakeholder engagement and communication strategies across teams and agencies
  • Facilitate decision-making and alignment across departments and leadership groups
  • Drive change management activities and promote adoption of new processes and tools
  • Provide knowledge transfer and mentoring to internal teams
  • Evaluate and optimize program strengths and areas for improvement
  • Collaborate with leadership to align projects with organizational goals and priorities

Required Skills and Experience

  • Strong leadership and executive-level management skills
  • Demonstrated success managing large-scale, cross-functional, or high-visibility initiatives
  • Advanced skills in scheduling, budgeting, and cost control
  • Expertise in risk management, issue resolution, and strategic decision support
  • Excellent written and verbal communication skills, with ability to engage diverse stakeholders
  • Experience in portfolio management and performance measurement frameworks
  • Strong organizational, analytical, and multitasking abilities
  • Proficiency in Agile methodology and practices
  • Proven ability to influence, motivate, and align teams toward shared objectives
  • Commitment to transparency, equity, and accountability in program delivery
  • Experience coordinating programs or projects across multiple departments or agencies

Qualifications

  • Prior experience managing transformation, modernization, or innovation programs
  • Familiarity with public sector or regulated environments
  • PMP, PgMP, or equivalent certification

Assignment Details

  • Duration: Anticipated 20-month assignment (extension possible)
  • Start Date: January 2026
