Job Description

ECS is seeking a Program Manager to work in our Fairfax, VA office.

ECS is seeking a Program Manager (PM) to lead a major Army program in support of the Army National Guard (ARNG) mission. The PM will serve as the single point of accountability for program performance and delivery, ensuring the successful management and execution of all technical, operational, and administrative functions required under this contract.

Role Overview

The Program Manager will oversee all aspects of task order execution to ensure seamless delivery of enterprise-level IT, cybersecurity, and operations support to the ARNG G6 and the Regional Cyber Center-National Guard (RCC-NG). This position requires deep expertise in managing large, complex, cost-plus contracts, as well as strong stakeholder engagement across DoD agencies and FEDSIM oversight.

Key Responsibilities
  • Lead and oversee all program management activities in accordance with the Performance Work Statement (PWS), including management of personnel, subcontractors, schedules, deliverables, budgets, and risk .
  • Serve as the primary point of contact with the FEDSIM Contracting Officer (CO), Contracting Officer's Representative (COR), and ARNG Technical Points of Contact (TPOCs).
  • Develop and maintain the Project Management Plan (PMP), ensuring accurate documentation of milestones, risk management, work breakdown structure (WBS), and quality management.
  • Manage all Transition-In and Transition-Out activities to ensure uninterrupted support and minimal service disruption.
  • Develop and deliver the Monthly Status Report (MSR) detailing progress by task, issues, corrective actions, personnel changes, and cost performance.
  • Plan and lead Technical Status Meetings, providing minutes, decisions, and action item tracking.
  • Develop and maintain a Quality Management Plan (QMP) and implement quality assurance practices across all program workstreams.
  • Oversee accounting for service contract reporting in accordance with federal requirements via SAM.gov.
  • Ensure compliance with all FAR, DFARS, ITIL, and DoD program and cybersecurity standards.
  • Identify and implement process improvements and innovations to enhance program performance, risk management, and cost efficiency.
  • Coordinate with task leads across Enterprise Operations, Cybersecurity, and Resources Integration functions to deliver integrated program support.


Required Skills

  • Ten (10)+ years of experience managing complex, multi-site Federal IT or cybersecurity programs-preferably within the DoD or Intelligence Community.
  • Five (5)+ years of experience as a Program Manager or equivalent role managing a program of similar size and scope to the ENOCS effort.
  • Proven track record managing Cost-Plus-Award-Fee (CPAF) or Cost-Reimbursable (CR) task orders exceeding $50 million.
  • Demonstrated experience coordinating with FEDSIM or equivalent Government acquisition entities for program oversight and performance management.
  • Extensive experience developing and maintaining formal program artifacts (e.g., PMP, QMP, Transition Plans, Risk Registers) under PMI or DoD acquisition frameworks.
  • Strong leadership and interpersonal skills with the ability to lead multidisciplinary teams in a 24/7/365 operational environment.
  • Bachelor's degree in Information Technology , Cybersecurity, Business Administration, or a related field.


Desired Skills

  • PMP certification or DAWIA Level III in Program Management.
  • ITIL v4 Foundation certification.
  • Experience supporting Army National Guard (ARNG) or RCC-NG enterprise operations.
  • Experience with enterprise IT service management (ITSM), Risk Management Framework (RMF) compliance, and federal performance metrics tracking.
  • Active Top Secret clearance with SCI eligibility.
