Job Title: QA / Test Manager
Location: Tumwater, WA (Onsite/Hybrid as per client requirement)
Duration: 24 Months (2-Year Contract)
Rate: $50/hr on W2
Job Summary
The State of Washington is seeking an experienced QA/Test Manager to oversee all testing efforts for the Customer Information System (CIS) program. The ideal candidate will bring strong leadership, deep expertise in QA methodologies, and hands-on experience managing UAT, system testing, data validation, and automated testing frameworks in large-scale enterprise/government environments.
Key Responsibilities
Data Validation & Quality Management
  • Manage all data validation and correction activities for CIS.
  • Coordinate with internal teams and vendors to review defects, validate details, assign priority, and plan for corrective actions.
  • Utilize QA metrics, reports, and dashboards to streamline processes and guide decision-making.
Test Strategy, Planning & Execution
  • Develop and implement comprehensive testing strategies, plans, and test cases.
  • Oversee the creation, enhancement, and maintenance of automated test suites.
  • Validate interface functionality during system testing cycles.
  • Execute system test management best practices, including detailed tracking, documentation, and reporting of test results.
User Acceptance Testing (UAT) Leadership
  • Identify and allocate resources required for UAT activities.
  • Coordinate and manage UAT test execution for efficiency and accuracy.
  • Monitor progress, track defects, ensure timely resolution, and validate all acceptance criteria.
  • Lead UAT review meetings and communicate status updates to business stakeholders.
Stakeholder Collaboration
  • Serve as the primary liaison between business teams, technical teams, and vendors.
  • Work closely with BAs, developers, program managers, and end users to gather feedback, clarify requirements, and ensure alignment with test objectives.
  • Incorporate business feedback into ongoing test cycles and future improvements.
Risk, Issue & Defect Management
  • Identify risks and gaps throughout test phases and create mitigation strategies.
  • Ensure defects are properly logged, prioritized, tracked, and resolved.
  • Escalate critical issues to management along with recommended solutions.
Continuous Improvement
  • Conduct root-cause analysis and lessons learned sessions to improve future QA cycles.
  • Implement industry best practices and emerging QA/UAT methodologies to enhance test efficiency and quality.
  • Stay updated with current trends in automation, analytics, and test management frameworks.

Required Skills & Experience
  • 8+ years of QA/Test Management experience, preferably in Government projects or large-scale enterprise systems.
  • Strong expertise in system testing, UAT management, defect lifecycle management, and test automation oversight.
  • Experience in data validation, reporting, and metrics-driven QA processes.
  • Excellent communication, documentation, and stakeholder management skills.
  • Strong analytical and problem-solving capabilities.
  • Background in CIS, public sector systems, or similar domain highly preferred.
