This position is being recruited under 10 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - WHITE HOUSE COMMUNICATIONS AGENCY.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirement:
Education
Undergraduate and Graduate Education: Major study electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
Experience
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
AND
Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in exercising managerial planning and engineering of telecommunications operations, resource allocations such as audio-visual services, risk assessment, and program objectives to support emergency action
initiatives and sensitive projects.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

To be creditable, education must have been obtained in an accredited college or university. Duties
Help
- Provides supervision to and through subordinate staff and supervisors to military, civilian, and contract staff.
- Provides daily oversight of all functions related to supporting the EOP, OVP, NSC, USSS, and WHMO and their staffs, including direct telecommunications
support to the President, Vice President and First Lady. - Formulates policy/procedures, operational mission planning and execution, frequency management, logistics support of deployments, and financial/budgetary planning, for travel and emergency actions mission support.
- Serves as staff advisor/authority on Presidential telecommunications, and operational matters.
- Provides Operational direction developing strategy, deadlines, priorities, risk assessment and objectives to support Emergency Action initiatives and classified projects.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
- This position is Emergency Essential.
- Relocation may be paid.
- Performs duties of the Director, J3 while Director is on Temporary duty and/or leave or when the J3 Director is transitioning . (Approx 35% of the time).
- This is a drug testing designated position.
