CalOptima Health is seeking a highly motivated an experienced Clinical Auditor, Sr. (Internal Audit) to join our team. The Clinical Auditor Sr will conduct routine oversight, monitoring and auditing of all internal clinical business functions within CalOptima Health to ensure compliance with state, federal and accreditation standards. The incumbent will serve as a subject matter expert in multiple business areas of health care with Centers for Medicare & Medicaid Services (CMS), California Department of Health Care Services (DHCS), National Committee for Quality Assurance (NCQA), and regulatory knowledge of various CalOptima Health departments.

Salary Grade: 313 - $90,820 - $145,312 ($43.66 - $69.8615)

Work Arrangement: Full Telework

Duties & Responsibilities:

85% - Program Support

Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.

Conducts ongoing analysis/assessment and auditing of operational performance for continuous process improvements, improved efficiency, and improved customer satisfaction.

Oversees multiple concurrent and retrospective audits for quality and accuracy by comparing clinical processes against existing standards for the purpose of improving members quality of care, monitors efforts, and related projects; makes recommendations around objectives and scope of regulatory adherence; best practices related to clinical decision making; improving member care and ensures effective and efficient audit execution. Identify patterns of non-compliance, opportunities for improvement, and develop corrective action plans to address any identified issues of non-compliance.

Performs readiness and annual oversight audits for applicable areas ensuring the entity's ability to perform clinical and non-clinical activities, prior to contract execution and in accordance with the agreement to ensure compliance with NCQA, federal, state, and other regulatory agency standards.

Participates in workgroups that address both clinical and non-clinical activities for which CalOptima Health must demonstrate improvement to meet its contractual requirements with the CMS, DHCS, California Managed Risk Medical Insurance Board (MRMIB), California Department of Managed Health Care (DMHC), and other applicable entities.

Establishes and facilitates routine communication and feedback mechanisms for internal oversight findings to operations management. Additionally, utilizes findings and trends to improve policies, procedures, and associate comprehension via training.

Audits and validates business area's submissions of monthly Key Performance Indicators (KPIs) to ensure that appropriate compliance standards and calculations are being utilized and develop corrective action plans to address any identified issues of non-compliance.

Serves as Subject Matter Expert (SME) for all clinical and quality areas, including but not limited to: Utilization Management, Case Management, Behavioral Health, Grievances & Appeals, Program of All-Inclusive Care for the Elderly (PACE), and others.

Collaborates with Regulatory Affairs and Compliance to research regulations and informs internal business areas of any changes to regulatory requirements.

10% - Administrative Support

Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.

Collects, summarizes, and reports performance and quality data findings to management and all applicable committees.

Participates in the Compliance Committee and ad hoc escalation meetings, when necessary.

Evaluates various types of information for integrity, accuracy, and appropriateness.

Collaborates with management to update audit tools, policies and procedures when necessary.

5% - Completes other projects and duties as assigned.

Minimum Qualifications:

5 years of experience in delegate/internal auditing and utilization management required.

5 years of experience in a health care delivery system, including health plan, medical group, or hospital management required.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

Have access to means of transportation for work away from the primary office approximately 10% of the time required.

Preferred Qualifications:

Master's degree.

Required Licensure / Certifications:

Current, unrestricted Licensed Vocational Nurse (LVN) or Registered Nurse (RN) license to practice in the state of California required.

Knowledge & Abilities:

Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.

Work independently and exercise sound judgment.

Communicate clearly and concisely, both orally and in writing.

Work a flexible schedule; available to participate in evening and weekend events.

Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

Employee will occasionally work outdoors in varied temperatures.
