Job Description:
The Senior Intelligent Transportation Systems Engineer is responsible for establishing organizational resources and structures, policies, procedures, reporting criteria (KPIs) and OPEX/CAPEX models for the Cintra US's Concessions during the O&M phase as well as potential new projects in tender phase related to Intelligent Transportation System (ITS) and Electronic Toll Collection Systems (ETCS).
Essential Duties and Responsibilities:
o Technical inputs on the optimization of design and implementation of ITS/ETCS
o Initial set-up of O&M teams
o Asset Management Systems, Maintenance Online Management Systems, Advanced Traffic Management System
o Annual revision of budgets
o Definition and implementation of best operation practices
o Research and analysis of specific issues
o Preparation of annual cost benchmarking reports with other projects in the portfolio

Job Description:
The Senior Intelligent Transportation Systems Engineer is responsible for establishing organizational resources and structures, policies, procedures, reporting criteria (KPIs) and OPEX/CAPEX models for the Cintra US's Concessions during the O&M phase as well as potential new projects in tender phase related to Intelligent Transportation System (ITS) and Electronic Toll Collection Systems (ETCS).
Essential Duties and Responsibilities:
- Drives the conceptual design of the ITS and ETCS infrastructure in tender processes which Cintra US could be bidding for, and coordinates within the Operations Department, advisors, and other departments in Cintra US to successfully develop the different phases of the ITS and ETCS design
- Produces and coordinates with advisors, contractors, the Business Development department and any other department of Cintra US the cost model and risk profile to be included when tendering for new concession projects and ensures that they are aligned both with the conditions of the project and Cintra's standards
- Coordinates with management to implement best practices and to develop corporate operational policies and standards for ITS/ETCS asset optimization and consistency throughout Cintra US's portfolio, ensuring alignment with Cintra US short and long-term strategic goals
- Analyzes existing concessions ITS/ETCS operations, expenditures, and strategies and uses them as a knowledge database to prepare Operations and Maintenance (O&M) cost models for new projects and to identify and determine Key Performance Indicators that will measure performance of the different systems
- Provides technical support to concession companies in Cintra US's portfolio during project implementation and operational phases, this includes but is not limited to:
o Technical inputs on the optimization of design and implementation of ITS/ETCS
o Initial set-up of O&M teams
o Asset Management Systems, Maintenance Online Management Systems, Advanced Traffic Management System
o Annual revision of budgets
o Definition and implementation of best operation practices
o Research and analysis of specific issues
o Preparation of annual cost benchmarking reports with other projects in the portfolio
- Benchmarks concession projects according to the standard set of Key Performance Indicators to evaluate the effectiveness of existing policies and procedures and to identify potential enhancements
- Updates long-term forecasting O&M cost models of existing concessions to be used by the company for valuation purposes
- Identifies, develops and documents key business processes related to toll operations with stakeholders, such as the Texas/North Carolina/Virginia Departments of Transportation, Public Agencies (like NTTA, NCDOT, Ferrovial Systems and Cintra Toll Services (CTS)), during system development and operations and maintenance phases
- Conducts research and analysis on current and emerging technologies and solutions for ITS/ETCS
- Prepares materials and provides senior level reporting and advice on their areas of responsibility
- Perform other job-related duties as assigned

Education & Experience:
- Bachelor's degree required in a relevant branch of Engineering (IT, Systems, Civil, Industrial Engineering, etc.)
- 4 to 7+ years of experience in design, implementation and/or management of ETCS and/or ITS
- Ability to interpret construction plans, provisions, standards and specifications
- Previous experience in procurement processes or maintenance contracts with Departments of Transportation, for highway or roadway projects, preferably in Public Private Partnerships (P3's)
Professional Qualities:
- Ability to interact with colleagues in a self-managed team structure
- Must be able to multitask, solve problems and implement innovative processes within a fast-paced environment
- Superior writing and verbal communication skills, particularly technical report writing skills
- Able to summarize and present information and to present and explain findings and conclusions to senior management
- Effectively manage tasks and strict deadlines with independence and in an organized way
- Mindset for research and innovation. Active, curious, and ready to explore new ideas
- Operate with a high degree of independence, self-direction and initiative
Computer Skills:
- Must be able to demonstrate computer proficiency, especially with Microsoft Excel, Word and Power Point and other PC based programs
- CAD and/or MicroStation experience desirable
- VUEWorks (asset management tool) and ArcGIS experience desirable
