VP of Civilian Programs
Apex Systems is seeking a Vice President of Civilian Programs is a strategic executive leader responsible for driving growth, delivery excellence, and client engagement across a portfolio of federal civilian IT programs. This role focuses on expanding the company's impact within agencies such as the Department of Energy (DOE), Department of the Treasury, and Department of State, with a strong emphasis on innovation, modernization, and mission alignment.

Core Responsibilities
Strategic Expansion
- Design and implement a growth strategy targeting DOE, Treasury, Department of State and other civilian agencies.
- Lead capture and proposal efforts for major federal opportunities, including IDIQs and GWACs.
- Identify emerging needs in cloud, cybersecurity, data analytics, and digital services.
Program Oversight
- Provide executive oversight for a portfolio of civilian programs ensuring high-quality delivery, customer satisfaction, and alignment with agency missions.
- Drive operational excellence, including contract performance, risk management, and compliance.
- Manage financials including revenue forecasting, margin optimization, and cost controls.
Leadership & Culture
- Build and lead a high-performing team of program managers and technical experts.
- Promote a culture of agility, accountability, and continuous improvement.
- Support professional development and succession planning.
- Attract, retain, and develop top talent to support growth and delivery goals.
Stakeholder Engagement
- Cultivate relationships with senior executives across DOE, Treasury, Department of Sate and other civilian agencies.
- Represent the company in industry forums and thought leadership venues.
- Develop and strengthen alliances with strategic partners and subcontractors.
Qualifications
Required
- 12+ years of experience in federal IT services, including leadership of civilian programs.
- Demonstrated success managing portfolios of $80M+ in annual revenue.
- Deep understanding of federal acquisition strategies and contract vehicles.
- Experience managing complex IT programs in areas such as IT modernization, cybersecurity, agile software development, or data analytics.
- Strong leadership and interpersonal skills
- Established relationships within DOE, Treasury and/or DoS
- Exceptional people leadership skills, with experience managing senior managers and technical teams.
- Ability to build strong customer relationships at the SES and CXO levels across civilian agencies.
- Prior experience at a federal systems integrator or consulting firm.
Preferred
- Advanced degree (MBA, MS in Technology Management, or related field).
- Active or obtainable security clearance.
