Overview
We are seeking an experienced Project Manager (PMP Certified) to support the Commonwealth of Pennsylvania on a high-profile Laboratory Information Management System (LIMS) transition project. The ideal candidate will oversee and deliver a large-scale enterprise initiative, ensuring on-time, on-budget, and high-quality results.
Project Objective
The new LIMS will modernize laboratory operations, automate workflows, improve data integrity, enable secure data exchange, and integrate with enterprise systems. This implementation will support quality management, surveillance systems, and real-time reporting for state and federal stakeholders.
Responsibilities
Lead and manage a high-priority, enterprise-wide IT project from initiation through implementation.
Develop, maintain, and execute detailed project management plans and schedules.
Oversee planning, design, development, testing, training, and implementation phases.
Monitor project scope, risks, issues, milestones, and budget; drive corrective actions as needed.
Provide weekly status reporting, project metrics, and leadership communications.
Coordinate project activities across multiple IT domains (applications, data warehouse, networking, security, etc.).
Facilitate vendor and stakeholder discussions to meet program needs.
Ensure compliance with HHS DC IT PMO standards, change control, and governance processes.
Mentor junior project staff when required.
Maintain RAID+ logs and develop mitigation strategies.
Conduct presentations, peer reviews, and training sessions.
Utilize SharePoint and Microsoft Teams for documentation and collaboration.
Complete weekly timesheets and personal status updates via internal systems.
Required Skills & Experience
7 9 years managing enterprise technology initiatives with cross-functional IT teams.
Strong experience in budgeting, communication, leadership, negotiation, and problem-solving.
Ability to ramp up quickly and perform independently.
Experience working with stakeholders, vendors, and executive leadership.
PMP Certification (minimum 5 years).
Highly Desired
Experience with Laboratory Information Management Systems (LIMS) or similar healthcare domain solutions.
Public health or government project experience.
Additional Details
Must be able to work two (2) days onsite weekly in Harrisburg, Pennsylvania.
Delivery cycles typically range from 8 12 months.
