DURATION: 6 Months

LOCATION: Albany, NY - Hybrid

Based on Governor's Office priorities, there are crucial initiatives that benefit New York State Higher Education Services (HESC) and are part of the ITS/HESC project portfolio. This position will supplement the CS development staff for governor initiatives resulting from the 2022 NYS Budget and that effect HESC's Grants and Scholarship as well as Loan Forgiveness programs.

Qualifications

• Programmer - Creates computer software. May specialize in one area of computer software or may write code for many kinds of software.
  
• Expert- 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
  
• 84 months of experience in .Net application development
  
• 84 months of experience in SQL Server \ SQL programming
  
• 84 months of experience in HTML5\CSS\JavaScript\JSON
  
• 84 months of experience in all aspects of System Development Life Cycle (SDLC)
  
• 18 months of experience working with projects or programs relating to higher education services
  
• Bachelor's degree in computer science

Day-to-Day tasks

• Analyze and document business requirements by participating in Joint Application Design (JAD) sessions, interviewing Business Area Experts, etc. Develop prototypes based on the requirements and prepare Internal and External Design documents in accordance with HESC's System Development Life Cycle (SDLC).
  
• Using Analysis and Design documents, develop, document, and maintain programs, modules, classes, objects, Web pages, etc., as applicable. Environment consists of Microsoft Visual Studio / SQL using C# / VB, Active Server Pages (ASP), and Hyper Text Markup Language (HTML) and Cascading Style Sheets (CSS) on .NET Server.
  
• Construct, test, and deploy complex SQL statements for querying \ updating SQL Server databases which support HESC's portfolio of program offerings.
  
• Create development test plans and prepare and/or refresh test conditions and associated accounts. Following the test plan, execute unit, run stream, subsystem, and regression tests as needed.
  
• Review all test results, comparing the results to the identified conditions. Debug and rerun as needed.
  
• Provide business area and external customer support for the project deliverables.
  
• Act as a Web functional liaison with other units in Information Technology (IT) and with other Divisions in HESC. Provide information and support as needed.
  
• Follow all existing guidelines and recommend new guidelines for asp.net Web functional development.
