As the business owner for Tyler Technologies' NIC- Colorado Division, you will have the opportunity to lead and grow the small business unit and organization behind the eGoverment services for the State of Colorado.

    *This position will be required to sit and work from Denver, Colorado.

    The General Manager takes responsibility as the business owner and leads a small management team with varied and broad responsibilities, including project management, operations, and software development. The General Manager is first and foremost a leader and ensures that the business and each team is operating efficiently and effectively. This position owns the relationship with our partner, and assumes full responsibility for the overall contract, financial, and service delivery accountability for the agreement and partnership with Colorado's Statewide Internet Portal Authority (SIPA). You will have day-to-day responsibility for service delivery, billing, and relationship management, ensuring customer satisfaction and attainment of all service levels. Excellent written and verbal communication skills are a requirement for this position, and experience managing teams is a must.

    Key Responsibilities

    • Act as a digital government advisor to key partners and dedicated full time to the SIPA account within the Colorado State Government.
    • Lead on overall strategy and decision-making authority for all aspects and adherence of the contractual agreements and potential agency targets, including providing consulting in the following areas, including but not limited to: fee and transaction based business models, end user centered design, user engagement, cybersecurity, customer service, and specific industry expertise in payment solutions and digital government services.
    • Ensure overall customer satisfaction and attainment of all service levels and adherence to contractual requirements.
    • Establish enterprise-wide vision and roadmap of projects that increase the ability to retain and expand contracts.
    • Develop annual budget, manage business unit P&L, reconcile revenue and expenses each month.
    • Responsible for prioritization, investment planning, staffing decisions and other program functions.
    • Develop and implement strategic plans for organic growth of current services, sales of new services, and sales of products and services.
    • Assist in the development of business processes in operational and sales areas of the program to maximize efficiencies.
    • Participate in high level strategy meetings to requirements gathering meetings with government partners.
    • Provide guidance and oversight to teams responsible for key aspects of the business.
    • Provide timely and accurate forecast data to be included in QBR, and other ad hoc reporting requests.
    • Develop and maintain a productive working relationship with project sponsors, vendors and key partners, and evaluate partner satisfaction levels.
    • Develop and implement strategic plans around relationship management and partnerships to help foster ties with third parties, associations, government agencies, lobbyists and more.
    • Conduct research and analysis into future plans and needs of targeted agencies/customers.
    • Monitor and create responses to industry trends, government needs and users' requests for inclusion in enhanced solution development.
    • Develop strategies based on usage and analytics to grow solution usage and create new inventory through partner relationships and marketing.
    • Deliver regular updates on key projects and monthly reports to senior management.
    • Seek out and implement improvements to all aspects of the business for revenue growth and cost reduction.
    • Effectively communicate to many types of stakeholders.
    • Contribute to proposal writing. Have strong relationships with state agencies that lead to positive references and past performances.
    • Provide effective oversight and management of subcontractors to ensure subs deliver requirements at desired quality-level.
    • Oversee office facilities and lease.


    Knowledge, Skills and Abilities:

    • Minimum of 7 years of experience
    • Minimum of 5 years of experience working with government leaders in an executive setting
    • Minimum of 5 years of experience with leading technical product development, including research, design, development, and deployment
    • Minimum of 5 years of experience with UI, UX, and interaction design
    • Experience with developing business cases
    • Demonstrated experience with developing marketing campaigns
    • Demonstrated experience with using analytics to make product decisions
    • Experience developing networks to cultivate relationships and identifying potential partners that can enhance digital capabilities
    • Experience managing on-going vendor/partner relationships
    • Experience collaborating with marketing and technical teams
    • Good technical understanding and working knowledge of large scale, data driven web/mobile applications
    • Ability to collaborate with internal stakeholders, customers and 3rd party partners
    • Ability to analyze and work with large datasets to derive insights that inform product roadmap
    • Experience and familiarity with e-commerce and omnichannel platforms
    • Exceptional presentation and communication skills
    • Ability to work independently and be self-driven in a fast-changing environment

    State-Specific Salary Range Disclosure Requirements

    Salary will generally fall between $157,239 - $185,000 before adjustment for geographic differences. Recruiter can confirm if position is incentive eligible.
