Job Description

Work hours are M-F, 8:00am - 4:00pm.  Scheduling is flexible and remote work is possible depending upon operational needs.
 
There are no GIS requirements for this position.  Applicants must have advanced PL/SQL skills and Java experience.  Experience with Groovy is desired but not required. 
 
Under broad guidance, the Senior Programmer Analyst is responsible for:
a. Establishing and maintaining the data integrity of HRSD's Information Technology resources throughout the entire organization by providing software application support, project management and guidance to HRSD personnel at all levels
b. Investigating the feasibility and cost of alternate program design approaches to determine the best-balanced solution, e.g., one that will best satisfy immediate user needs, facilitate subsequent modification, and effectively make use of available resources
c. Communicating the HRSD Mission, Vision and Values
d. Providing leadership, technical expertise and support to section staff

Job Requirements 
   
  
a. Education
 Required
 Bachelor’s degree in Computer Science, Management Information Systems or related discipline or a combination of education, experience, and/or certification(s) that provide the necessary technical competencies to perform in this position
b. Experience
1. Required
a) Minimum of 5 years as a computer programmer with at least two years concurrent demonstrable experience programming with ORACLE and one year as lead programmer/coordinator with oversight responsibilities
b) Must possess a detailed understanding of systems software and database configuration and support best-practice policies and procedures

c. Job-specific Technical Competencies
1. Required
a) Knowledge and skill in one or more of the following:  JAVA, HTML/XML coding, PL/SQL or SQL, Crystal Reports advanced customization
b) Knowledge of Software Development tools (e.g. Toad, Crystal Reports), Databases (Oracle), Operating Systems (UNIX, Linux, Windows), Computer Hardware, Networks
c) Ability to work with Relational Database Management and connectivity using Open Database Connectivity (ODBC) and/or Java Database Connectivity (JDBC)
d) Knowledge of computer programming principles, computer programming languages, computer operating systems and system and software documentation, database/schema designs
e) Skill in logical design of software solutions
f) Skill in programming and testing techniques, query techniques for the reports, and database management
g) Ability to manage/maintain ORACLE and/or SQL tables in a production environment
h) Ability to learn new systems, techniques and processes
i) Ability to develop, implement and support software interfaces for data exchange between and amongst multiple systems
j) Ability to document application and database parameters and end user instructions for all programming/modification work product
k) Ability to make quick decisions based upon large amounts of information from multiple sources in order to protect the security and integrity of the IT infrastructure
l) Ability to visualize a conceptual image of a project, develop a plan for its implementation, and execute the plan
m) Ability to manage a variety of complex tasks/projects simultaneously
n) Ability to use MS Office products at an intermediate level of proficiency and a variety of other industry-specific programs (e.g. TOAD, SQL Developer) at an advanced level of proficiency

a) Knowledge and skills in one or more of the following:  WebLogic, Business Process Execution Language (BPEL), APEX, Oracle Business Intelligence, Cognos ReportNet for Infor EAM
