Job Description:

UDC is seeking a Senior IT Project Manager to lead complex GIS system implementation and software integration projects for external utility clients. This role is responsible for overall project planning, coordination, execution, oversight, and completion, ensuring delivery that aligns with company policies, commitments, and goals. The Senior IT Project Manager will supervise project personnel during execution, coordinate closely with internal departments and client stakeholders, and serve as a key contact for scope, schedule, budget, risk, and change management across multiple concurrent engagements.

Key Responsibilities

  • Lead full lifecycle delivery of GIS and software integration projects for utility clients, from initiation through closeout.
  • Review project proposal materials to understand goals, deliverables, time frames, budgets, risks, and constraints, and define approaches to accomplish project objectives.
  • Build and maintain detailed project plans covering scope, schedule, resource allocation, labor hours, billing forecasts, risks, issues, and mitigation and contingency plans.
  • Coordinate assignment of project duties and responsibilities, and manage scope of authority across project team members.
  • Direct and support project personnel to keep work on schedule and within budget, removing obstacles and escalating issues as needed.
  • Apply standards and procedures for project reporting and documentation, ensuring consistent use of PMO methods and tools.
  • Review status reports from project staff, update schedules and plans, and communicate changes to stakeholders.
  • Prepare and deliver project status reports to management, clients, and other stakeholders, highlighting progress, risks, and decisions.
  • Develop and refine business processes to ensure delivered solutions meet all project and client requirements.
  • Ensure quality control of technical and project documentation, and maintain organized project records in accordance with PMO guidelines.
  • Coordinate efforts with finance, marketing, sales, IT, other UDC departments, and client staff to ensure alignment on project goals and requirements.
  • Author change descriptions, support estimation and pricing, and present change orders to clients.
  • Participate in proposal development, including scope of work definition, effort and cost estimating, and coordination with account management.
  • Provide supervisory leadership, including interviewing, training, directing work, coaching, and performance feedback for project resources.

Must have Skills

  • Bachelor's degree in information technology, computer science, engineering, business, or a related field required, or equivalent work experience in IT project management.
  • Project Management Professional certification preferred.
  • Bachelor's degree in a related field or equivalent combination of education and work experience.
  • At least seven years of experience in a project management capacity leading IT projects.
  • Proven experience managing GIS system implementation and software integration projects, preferably with Esri based solutions.
  • Experience delivering projects for external clients within the utility sector, with strong client facing communication skills.
  • Strong knowledge of project management standards, processes, techniques, and tools, including scope, schedule, cost, risk, and change management.
  • Demonstrated experience in people management, including leading cross functional teams and working with both technical and business stakeholders.
  • Proven ability to handle strategic planning, risk management, conflict resolution, and change management in complex project environments.
  • Experience overseeing testing activities and defect tracking for technology projects.
  • Proficiency with Microsoft Office and project management tools, including Project, Visio, Excel, Word, and PowerPoint.
  • Willingness and ability to travel to client locations up to 50 to 75 percent as required by project demands.

Nice-To-Have Skills

  • Professional services or consulting organization experience, supporting multiple clients and concurrent projects.
  • Direct project management experience with electric or gas utilities.
  • Hands on experience managing or supporting Esri GIS implementations that include Esri's Utility Network.
  • Experience managing software development staff and working within the software development lifecycle, including test and release cycles.
  • Familiarity with PMO environments, including standardized templates, governance, and portfolio level reporting.
  • Background in developing business processes that align with enterprise applications and regulatory or compliance requirements.
  • Prior involvement in pre-sales or proposal work, including scope definition, estimating, and client presentations.
  • Project Management Professional certification
