Cyber, Electronic Warfare and Space (CEW&S) is looking for a Program Manager to provide technical project management services to defense clients in the areas of state-of-the-art semiconductor technologies, microelectronics advanced technologies, prototyping, and technology transition to Defense programs to meet their microelectronics needs. Monitor and coordinate status, progress, deliverables, budget, statements of work, and areas with technology and electrical engineering. Possess an informed ability to understand and drive technical progress across these programs. Define strategies and technology assessment methods to enable a shared understanding of design objectives, testing, and evaluation of those technologies, and develop roadmaps, business models, and technology models for improved access and collaboration in the future.

The selected candidate will be responsible for numerous aspects of the program including cost, schedule, and technical performance of the program, and interfacing as the lead with internal and external customers, vendors, and company support organizations. The primary objective will be the delivery of all contractual requirements on cost and on schedule while achieving all technical requirements and creating customer intimacy to support value-creation strategies and actions.

Essential Job Responsibilities

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
• Cultivating customer relationships and intimacy to develop further opportunities within the customer community
• Developing new business opportunities through long-term strategic planning, capture planning, and development of proposals and business plans
• Measuring and reporting program performance
• Delivering presentations to customers, executive management, and other program stakeholders
• Establishing design concepts, criteria, and engineering efforts for product research, development, integration, and test
• Identifying, allocating, and managing program resources, including workforce planning.
• Managing Government/customer-supplied property or information (GFE, CFE, etc.)
• Ensuring the program team understands and adheres to the contract scope
• Developing statements of work and management subcontractors for efforts that cannot be performed in-house
• Conducting thorough risk & opportunity management practices including identification, mitigation and realization

Minimum Qualifications

• Bachelor's Degree and 12+ years of relevant experience, or Master's Degree and 8+ years of relevant experience supporting U.S. Government contracts and customers
• 4+ years of experience with technical project management in microelectronics, semiconductors, or electrical engineering domains
• 5+ years of experience formulating technical projects using teams of staff and subcontractors Strong technical background in the research and development of microelectronics.
• Experience developing technical statements of work for subcontractor organizations
• Experience overseeing technical and programmatic progress and monitoring the status of technical, budget, deliverables, and staffing to ensure a project's success
• Must possess strong organizational and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors, including experience using Microsoft Office Suite products such as PowerPoint and Excel, to create polished and professional documents, briefings, and reports
• Ability to travel domestically as required.
• U.S. citizenship with an active U.S. DoD Secret Clearance (adjudicated within the last 5 years) and the ability to qualify for access to Special Access Programs (SAPs) with the ability to work on-site in classified areas when required

Preferred Requirements

• Strong technical background in the research and development of microelectronics.
• Experience planning and overseeing microelectronics-related prototyping and technology transition projects
• Active U.S. DoD Top Secret clearance.
• Master's or Ph.D. degree in science and technology.
