OSP Permitting Coordinator / Utilities Associate

Location: Hybrid - Based in Kingman, Bullhead City, or Flagstaff, AZ
Job Type: (Full-Time / Contract / Part-Time)

About the Role:

We are seeking a detail-oriented and experienced OSP Permitting Coordinator or Utilities Associate to support permitting efforts for a variety of outside plant (OSP) projects, including fiber, HFC, coax, and new builds. This hybrid role supports broadband infrastructure projects across Arizona, with flexibility to work remotely and attend in-person meetings or site visits as needed.

Key Responsibilities:

Permit Preparation & Submission:
  • Prepare and submit permit applications for a variety of OSP construction projects, including fiber, HFC, and coax builds. Ensure all required documentation is complete, accurate, and compliant with local, state, and federal regulations.

Jurisdictional Coordination:
  • Interface with city, county, and state agencies to understand permitting requirements, timelines, and processes. Maintain strong working relationships with permitting authorities to facilitate smooth approvals.

Cross-Functional Collaboration:
  • Work closely with engineering, construction, and project management teams to gather technical drawings, route maps, and other supporting materials needed for permit packages.

Utility Coordination:
  • Collaborate with other utility providers (electric, gas, water, etc.) to coordinate joint trenching, pole attachments, and right-of-way access. Help resolve conflicts and ensure infrastructure compatibility.

Tracking & Reporting:
  • Maintain detailed records of all permit submissions, approvals, rejections, and revisions. Track permit timelines and proactively follow up to avoid delays in project schedules.

Regulatory Compliance:
  • Stay up to date on permitting regulations, environmental requirements, and construction codes relevant to OSP work in Arizona. Ensure all activities are compliant with applicable laws and standards.

Issue Resolution:
  • Troubleshoot and resolve permitting issues, such as rejected applications, missing documentation, or jurisdictional disputes. Escalate complex issues to the appropriate internal or external stakeholders.

Process Improvement:
  • Identify opportunities to streamline the permitting process, reduce turnaround times, and improve communication between teams and agencies.

Qualifications:

  • Proven experience in OSP permitting (fiber, coax, or HFC).
  • Strong organizational and multitasking skills with attention to detail.
  • Excellent communication and follow-up abilities.
  • Familiarity with permitting platforms, GIS tools, and construction documentation is a plus.
  • Ability to work independently and manage multiple projects simultaneously.

Preferred Qualifications:

  • Prior experience working with internet service providers or telecom contractors.
  • Knowledge of Arizona DOT, municipal, and utility permitting processes.
  • Experience coordinating with other utilities (electric, gas, water) during OSP planning and execution.

Pay and Benefits
The pay range for this position is $25.00 - $35.00/hr.
