Leidos is looking for a high performing candidate to fill a position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs to provide technical program project controls for major acquisition programs. The scope encompasses providing subject matter expertise to and primary interface with the Federal Program Manager and the enterprises involved in planning and completing projects. The Project Controls Analyst is responsible for planning, monitoring and reporting on large nuclear weapons refurbishment programs to support the Uranium Program Office Federal Program Manager. A key element of the position is to build and maintain an NNSA integrated master schedule (NIMS) for the portfolio of existing and future projects managed by the office. This is a full-time position located on-site in the NNSA Offices in Washington, DC.

Primary Responsibilities:

Provide project controls expertise to the Federal Program Manager and program stakeholders and establish a rigorous project controls system for the program.

Develop and maintain NIMS including establishing policies, procedures, and training.

Recommend additional data products and provide feedback of data quality and errors to be fixed during the next submittal cycle.

Compile and analyze project data, and prepare monthly, quarterly, bi-annual, annual, and as-needed reports to support the program and program operations.

Analyze schedule and cost risks.

Review integrated master schedules to confirm interface milestones and activity durations identified in multiple contractor schedules and creating reports for the federal program manager

Use Earned Value Management System (EVMS) principles to evaluate projects' progress.

Communicate complex program execution concepts to the Federal Program Manager, senior leadership, stakeholders and others with diverse technical understanding.

Active DoD TS or DOE Q clearance.

Bachelor's degree.

12 years of related experience in government, military, or corporate environments.

5 years of specific program controls experience.

Experience with project management/scheduling tools and techniques particularly with Primavera P6.

Expert understanding of Earned Value Management Systems including the application of ANSI 748 criteria.

Proficiency in the transition of requirements, interfaces, linkages, and risk mitigation activities associated with program scope into an integrated, resource loaded schedule with schedule and cost risk contingency analysis.

Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel).

Demonstrated experience in establishing and maintaining a positive and productive work relationship with federal customers and fellow contractor staff based on level of expertise, quality of work, personality, communication skills and timely delivery of work products.

PMP or PMI-SP certification.

Preferred Qualifications:

Master's degree in a related field.

Nuclear Weapons experience.

Prior project controls/systems engineering experience with NNSA headquarters, NNSA field (e.g., SNL, LANL or LLNL) or the Department of Defense (e.g., Air Force, Navy, Army, DTRA).
