CSRA is seeking a hands-on Agile Software Developer / Technical Lead with strong ASP.NET, C#, MVC and SQL experience to design and develop Web-based applications. This role will do hands on programming, software design, and mentor of junior developers for our development team supporting to the National Institute of Allergy and Infectious Diseases (NIAID) Office of Cyber Infrastructure and Computational Biology (OCICB) Cyber Technology Staff Augmentation Program (CTSAP). On this program, CSRA is supporting over 70 custom and COTS applications, both Web-based and client server applications. OCICB Software Engineering Branch (SEB) develops custom software applications for NIAID’s user community consisting of approximately 4,500 intramural and extramural employees, contractors, and collaborators. Additionally, applications are increasingly being developed for access by the public, and so the scope and visibility of any developed application may be unlimited. Custom applications have been developed in the following functional areas: Scientific Reporting Services and System Support; Grants Management Systems; Contracts Managements Systems; Human Resources Management Systems; Administrative Management Systems; and Other Management Systems. The ideal candidate should have strong software design & development experience and be very comfortable in learning an existing product and adjusting product architecture as customer requirements or technology evolves. The candidate should possess excellent communications and planning skills and be able to lead a team of developers in an Agile Scrum environment. Performs technical planning, system integration, verification and validation, evaluates alternatives including cost and risk, supportability and analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
