Job Description




Candidate is a project manager supporting the program manager leading a team executing a multi-year transformation of two Gulfstream IV-SP aircraft into flying testbeds supporting RF, EO and IR flight test efforts. These aircraft support research efforts with the goal of understanding air defense issues, in particular, air vehicle survivability, vulnerability of U.S. Air Force (USAF) aircraft to weapons systems, electronic countermeasures, and air surveillance for homeland defense. The project entails major airframe modifications including the integration of under wing / centerline pylons and instrumentation pods, nose and tail electromagnetic and optical sensors, antenna farms on the upper and lower fuselage, a sonobuoy or dropsonde release system and major electrical/data infrastructure. Candidate will oversee vendors performing the aircraft modifications to ensure the work is properly executed, documented and delivered on schedule. Preliminary Design Reviews are complete; Critical Design Reviews are scheduled for fall 2019 with aircraft modifications beginning soon thereafter and continuing for 2-3 years. Support will also include assisting with the design and conduct of a flight test program to demonstrate compliance with modifications specifications and to obtain FAA approvals for continued operations. Related work will include establishment of a configuration management program and documentation archive to support the aircraft throughout its life.


ROLE AND RESPONSIBILITIES

  • Work with sponsor program manager and vendor to complete detailed design phase leading up to Critical Design Review and transition to modification production, flight test, and FAA certification.
  • Project manager overseeing vendor performing major aircraft modifications. Ensure aircraft modifications are executed in accordance with program requirements and yield aircraft with desired capability and quality. Provide direct communication link between vendor and program manager. Candidate will spend approximately 50% of the time on-site at aircraft major modification vendor in Toronto, Canada starting in CY2020.
  • Resolve issues that arise during the modification production phase that require sponsor program manager input to resolve.
  • Provide regular updates on modification progress and status to program sponsor.
  • Ensure materials required for aircraft operations, maintenance and sustainment, such as Instructions for Continued Airworthiness, are delivered on time and with required quality
  • Assist with aircraft certification and flight test

Qualifications





QUALIFICATIONS AND EDUCATION REQUIREMENTS


Required Experience

  • Direct program management experience of significant aircraft structural modifications
  • Experience with aircraft quality assurance programs and methods
  • Experience with sensor and or mission system integration to turbine powered aircraft
  • Familiarity with the requirements for and development of certification documentation, particularly Flight Manual Supplements
  • Subject Matter Expertise with 14 CFR (FAR) Part 91 repair, overhaul, maintenance and modification requirements, Supplemental Type Certificate (STC) processes, and Experimental Airworthiness Certificate approval processes
  • Working knowledge of 14 CFR (FAR) Part 25 certification requirements
  • Experience with MS Office tools (Word, PowerPoint, Excel and Project)
  • Ability to produce and present accurate and timely status reports and presentations both written and oral to all levels of management

Desired Experience

  • Experience in the design and conduct of flight test programs for certification of major modifications
  • Familiarity with design and conduct of aircraft structural demonstration, stability and control, flutter, handling qualities, and performance flight tests
  • Working knowledge of damage tolerance analysis and instructions for continuing airworthiness
  • Familiarity with Configuration management tools and processes
  • Familiarity with Federal Acquisition Regulations
