The Application Support Consultant will perform service including but not limited to the following:

1. Budget Manager Application for Systems Projects
  • Application administration, development, and maintenance support for the Budget Manager (Budman) database
  • Provide Budman application updates to support system & network upgrades
  • Update and maintain Budman Administrator and User's Manual
  • Prepare training materials and conduct training to users
  • Ensure interface with PeopleSoft and other applications are performing efficiently
  • Perform regular application maintenance and backups as needed
  • Respond to Users' bug fix, queries, and report requests promptly
  • Recommend application improvements to the Program Management for review and approval
  • Prepare proper documentation and make approved modifications to the application to maximize performance
  • Coordinate with IT on any network and server issues that my impact database performance
  • Continue improving funding and forecast module development for the BudMan
  • Develop reports and queries upon requests from end users
  • Maintain and update all data required to keep BudMan functioning and meeting end users' needs
  • Continue to modify Budman application as needed to become more user friendly and efficient
  • Additional tasks may be assigned related to the Budget Management system
2. Reports
  • Assist the technical team to develop operational performance and reporting database
  • Create dashboard and various crystal reports for Operations
  • Assist data gathering and monthly reporting as needed
3. Improvements to the Project Management Information System Application
  • Develop interfaces to PeopleSoft Finance for importing financial information into PMIS
  • Develop interfaces to Primavera P6 for importing schedule information into PMIS
  • Develop other interfaces as needed
  • Develop or enhance existing front-end menus, forms, and other interfaces for entering information
  • Coordinate with the IT department and support the migration of the PMIS backend from Access to Microsoft SQL Database
  • Support the IT department on software upgrades for both backend and front-end
  • Maintain and update all data required to keep PMIS functioning and meeting end users' needs
  • Continue to improve the application as needed to become more user friendly and efficient
  • Upgrade existing or develop new procedures, instructions, and technical documents for end users and administrators as needed
  • Follow generally accepted best practices for software development, including source code documentation and version tracking
4. Program Progress and Status Reporting
  • Develop or update existing Monthly and Quarterly Reports
  • Develop other reports and queries upon requests from end users
  • Coordinate with the IT department and other groups to develop a dashboard
Qualifications:
  • Programmer for Microsoft Access / Excel / VBA / VB6 / Visual Basic / SQL / Power BI with broad data integration and reporting skillset
  • Extensive data management and implementation experience, with strong technical education: Access, Excel, Visual Basic, PowerApps, VB6 and VBA Macros for Access, Excel, Outlook, and Word, SAS Certified Programmer, SQL
  • Proficiency with Access / Excel formulas, Access / Excel arrays, Excel Pivot Tables, Excel Pivot Charts, Power Pivot for Excel, Access / Excel Reports, Power BI and VBA / VB6 application development with SQL
  • Proven ability to develop reporting applications and reports in Access, Excel, and VB6, VBA for Access, Excel and other Office applications, SQL, SSRS (SQL Server Reporting Services), Crystal Reports, Power BI, SAS, and scripting languages
  • Experience converting legacy applications from Microsoft Office VBA / VB6 to .NET based applications with Access and Excel process automation
  • Competence in system selection, project scoping, requirements gathering, data gap analysis, system design, implementation, user acceptance testing, and documentation
  • Strong communicator and liaison who can easily break down complex concepts for all levels of an organization and facilitate the flow of information to all stakeholders
