Job Description

Models and promotes the core values of the Maryland Department of Health (MDH), Behavioral Health Authority and Optum Maryland. This position will provide leadership and strategic guidance within the Optum Maryland Behavioral Health operation in the realm of data systems' maintenance, vendor system implementation, reporting & dashboard development and data systems' integration. The position directs and supervises the work of all staff responsible for data systems, database management and data quality improvement efforts. Collaborates with OptumHealth senior Gov't Sector Technology leadership on the maintenance of present systems network connectivity to outside data systems. Aids in the development of new data systems; develops management reports with data sets; and adapts reports to meet operational leaders' needs. Acts as primary contact on contract relations with software vendor InfoMC. Acts as a liaison with key state offices with which Optum Maryland contracts; represents Optum Maryland on key stakeholder committees and work groups at the state and regional level for data, technology, and performance indicators. Provides technical assistance, clear and ongoing lines of communication and training and support to MDH staff and provider agencies of Maryland Medicaid behavioral health services. Primary Responsibilities:Direct and supervise the work of all staff accountable for data systems, data base management, data analysis, and improvement efforts.Accountable for strategic planning, forecasting, configuration, implementation and continuous quality improvement for the data system needs of Optum Maryland.Manage implementation of software enhancements to information systems, including oversight and maintenance of primary working relationships with vendors and Optum corporate teams related to information systems with the Optum Maryland.Responsible for the development of management/financial reports with data sets extracted from utilization revenue, expense, performance indicators, and outcome measurements across the operation.Develop and execute tactical plans for information systems that support OptumHealth's strategic objectives.Develop and oversee the collection and retrieval of data that is used by Optum Maryland in the payment process for behavioral health services.Oversees and prepares data retrieval analysis and reports for Program Managers, Finance, Contracts, Quality and others.Provide technical leadership to Optum Maryland and contracted agencies of software, hardware and network issues.Manages and oversees the production, accuracy, and validity of encounter data being processed within Optum Maryland and transmitted to State Agencies.Represent Optum Maryland on all required state and county committees for data, technology and performance indicators.Ensure that information system design and implementation adequately address security, privacy, and HIPAA & MARSe requirements for data control.Perform and deliver data and utilization analysis for Optum leadership and customer stakeholders.

Required Qualifications:Bachelor's degree in a related field or equivalent experience2+ years Healthcare experienceExperience managing initiatives and guiding groups of stakeholders towards a common goalVendor software implementation and support, data integration, data resource management experienceExperience in health insurance information systemsProven skills in creating collaborative approaches across systemsExcellent project management skills with proven background in leading large project implementationsPreferred Qualifications:Solid understanding of federal and state grant requirements and the necessary systems to ensure complianceBehavioral Healthcare experienceMedicaid systems experience Maryland Medicaid systems/data experienceMBA or advanced degreeExperience in managed healthcare insuranceStrong written and verbal communication skillsCareers with Optum.
