Biomedical Research Program Analyst
The Life Sciences Division of the Leidos Health Group is seeking a Biomedical Research Program Analyst who will provide diverse analytical and operational support to Department of Defense and other federal biomedical research and development (R&D) programs. Efforts may support a range of activities associated with executive management of biomedical R&D programs, to include strategic program planning; conduct of program evaluations; conduct of market research; review and/or development of business processes and administrative policies associated with research operations; extraction, entry and analysis of research program technical and business data in management information systems; and development of briefings and other information products describing current and planned programs to respond to official requests or market the programs. The Program Analyst will work with research programs spanning a broad range of biomedical investigation, ranging from basic research through clinical studies, and involving diverse scientific areas including human physiology and performance, neuroscience, microbiology, immunology, toxicology, pharmacology, medical devices and medical information systems. This position is located in Frederick, MD, and may involve occasional travel (typically less than 1 week per year). Primary Responsibilities
The program analyst will work with other project team members and will coordinate with government program managers and program management staff to complete projects. The job entails, but is not limited to, detailed analysis, integration, categorization, and summarization of a broad spectrum of biomedical, health-related and/or programmatic information and data in tabular, graphic and/or narrative formats. Data will most often be collected through direct data calls to program offices and laboratory staff, and the Program Analyst will draft and coordinate responses to taskings and data calls that require inputs from multiple program managers or other personnel, and will review and integrate responses. Depending on the nature of the projects assigned, the Program Analyst may also be required to gather data from diverse sources including but not limited to federal databases, public websites, and direct interviews with subject matter experts. The selected individual will also be responsible for arranging and coordinating participation in management meetings (e.g., program review meetings, program planning meetings, scientific or business working group meetings) and providing assistance to capture and summarize discussions for use in official meeting reports and proceedings. A high level of customer focus and responsiveness, as well as open and frequent coordination and discussion with a multidisciplinary and goal-oriented group, are inherent elements of the day-to-day operations. Basic Qualifications
Individuals must possess either a master s degree in the biomedical sciences or other discipline relevant to medical research and development, or a bachelor s degree and at least three additional years of research experience. Individuals with a biomedical sciences bachelor s degree and business experience in a biomedical R&D organization are encouraged to apply. The individual must have experience in analyzing and preparing visualizations and summaries of scientific-related and preferably programmatic data.
Individuals must be detail-oriented with excellent analytical skills, possess excellent written and oral communication skills, demonstrate strong organizational abilities and interpersonal skills in coordinating group activities, and be capable of independent action and initiative. Individuals must be generally familiar with scientific terminology and the practice of biomedical research and development, must be able to interact in a positive and competent manner with individuals at all levels of responsibility, and willing to work across a wide range of rapidly changing and divergent management issues. Individuals must be highly proficient in standard Microsoft (MS) Office software (Word, PowerPoint, and Excel), including the ability to compile data and conduct analyses in MS Excel. *Candidates must be US citizens with the ability to obtain a Public Trust Clearance. Preferred Qualifications
Proficiency in development of MS Access databases, MS Project, as well as prior experience with federal government or similar R&D program administration/management activities (e.g., strategic planning, program evaluation, program monitoring/oversight, etc.) are highly desired. Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process and familiarity with scientific/organizational budgets and related administrative processes is also desirable.
